Description
Under authority of U.S.C. 253 (c)(1), FAR 6.302-1 the National Institutes of Health (NIH), intends to negotiate a contract with ProSource Consulting, Inc., 8052 Arcadian Shore ct., Ste. 100, Gainesville, Va. The NAICS Code is 238390 with a standard size of $12.0. The contractor shall furnish equipment, labor and materials to support the NIH Office of Research Facilities/Department of Property Management/Facilities Operations Branch/Technical Support Team in accordance with the requirements. The contractor shall verify all requirements and levels of expertise relative to the scope and extent of the work to be performed. The Contractor and their employees shall comply with NIH regulations, including fire, traffic and security regulations, and all applicable federal, state, and local laws, regulations, ordinances, codes and orders relating to safety and health. The contractor staff shall provide both technical support and trade skill support for facilities management and engineering, facilities maintenance and operations, engineering and management studies, and energy conservation engineering and management. Tasks performed by the contractor staff may include Maintenance reviews, Special studies and analysis, Cost performance trade-off analysis, Configuration management and document control, Building and utility system safety assessment, Quality assurance, and Trades Skills. The Maintenance and Operations Professionals/Specialists operation experience and education shall consist of Senior Maintenance Engineer with Masters/Engineer-In-Training (EIT) certificate, applicable engineering discipline, or equivalent education/experience, and a minimum eight (8) years experience. Systems Engineering Specialist with applicable systems engineering discipline, or equivalent education/experience, minimum eight (8) years experience. Maintenance Technicians shall have an Associate's degree with a minimum of eight (8) years of experience in the field. Maintenance Documentation Specialist shall have a minimum of seven (7) years of experience. Boiler Tender/A/C Mechanic shall have a minimum of five years experience at the journeyman level. HVAC Mechanic shall have a minimum of five years experience at the journeyman level. Locksmith shall have a minimum of five years experience at the journeyman level. High Voltage Electrician shall have a minimum of five years experience at the journeyman level and Instrument Mechanic shall have a minimum of five years experience at the journeyman level. The contractor shall provide emergency services at any time that a call is received from the project officer, the COTR or designated Alternate COTR (s). The contractor?s qualified personnel(s) shall respond on-site, to the affected area within two (2) hours from such notifications. The NIH believes that the above reference firm is the only source that can provide this requirement. The contract shall be for one base year with six months option. The NIH is looking for any HubZone, Service-Disabled Veteran and 8a companies capable of responding to the government?s notice of intent must respond in writing by the response date as noted in the FedbizOpps. Interested parties ar invited to submit a statement of capability statement which demonstrates the firm's ability to perform the requirement. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Closing date will be 15 calendar days after publication. All vendors/prospective contractors must be registered with the Central Contractor?s Registration (www.ccr.gov) prior to award date. If not registered or active by the date, vendor proposals will be considered non responsive.
