- The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), intends to procure on an other than full and open competition basis from Channing Bete Company, Inc., One Community Place, South Deerfield, Massachusetts 01373, the commercially available ?Communities That Care?? prevention planning system consisting of a training and technical assistance model of risk and protective factor-focused substance abuse, delinquency, teen pregnancy, school drop-out and violence prevention. The content addresses key components of SAMHSA?s Strategic Prevention Framework: 1) community needs assessment including readiness and resources; 2) capacity building; 3) community planning; 4) implementation of the risk-focused plan; and 5) evaluation. This is a continuation and expansion of preliminary studies conducted in six states. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1)) only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
