- The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) intends to negotiate a sole source commercial item procurement with The Richmond Ambulance Authority for a Base plus four-option years contract to provide ambulance service for veterans serviced by the Hunter Holmes McGuire VA Medical Center, Richmond, VA). The contract will include a requirement for Basic Life Support and Advanced Life Support Ambulance Services. The contractor shall furnish 24-hour ambulance service for the beneficiaries of the VAMC on an as needed basis, and for patients with regular standing appointments at either the VAMC or the Medical College of Virginia. Contractor must include verifiable documentation attesting that the contractor holds a City franchise or permit, pursuant to the Code of the City of Richmond [Ord. No. 90-45-68 (11-59)], granting authority to provide emergency medical service in the City of Richmond. The ambulance (emergency medical care vehicle) under the terms of this contract will be licensed and meet the minimal vehicle requirements as established by the Board of Health, Commonwealth of Virginia, Emergency Medical Services, 1538 East Parham Road, Richmond, VA, 23228, dated July 1990 (or most recent). The specifications are mandatory as minimal requirements for such vehicles, but chassis or compartment modifications are permissible when they clearly exceed the minimal specifications. This proposed procurement is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than Noon, August 5, 2005, local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
