- AETC CONS is seeking information from interested sources on market capabilities. Information may be used to define an acquisition strategy with a future intent to award a services, firm fixed price, multiple year, requirements type contract IAW FAR 6.203 or 6.204 or 6.205 or 6.206. Interested parties may submit a Statement of Capability for satisfying this requirement, within the timelines established in this announcement, to the contact person listed above. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information, list of instructor certifications (S-V81-A Graduates or equivalents) and other technical informational literature demonstrating the ability to meet the requirements listed in the Performance Work Statement (PWS), posted under this request. In reference to the PWS, contractor must note that this document is in draft form and has not been finalized. The final PWS document may take into consideration information received under this solicitation. To show a bona fide capability, contractors? Statement of Capability must show a staffing force available or on standby with letters of agreement or a well defined staffing strategy to obtain 50 SERE instructors to augment the current SERE program as described in the PWS. Special attention should be afforded to section six (6) Qualifications of the PWS when listing your current cadre. In addition, a detailed strategy must be included for staffing those instructors not listed in cadre or on standby with letters of agreement. As S-V81-A certified graduates are highly preferred, the instructor cadre shall convey the number of S-V81-A certified graduates and the number of other DoD Level-C Code of Conduct graduates. For each of the instructors the Statement of Capability must show which DoD Level-C Code of Conduct course the instructor graduated, which course he has instructed, and the timeframe of that instruction. The responses must be sufficient to permit agency analysis to establish contractors? bona fide capability to meet the requirements. No telephone requests will be honored or treated/listed as a possible source. All sources must submit their information in writing. Upon receipt of packages, a technical team shall evaluate the company for technical capability and extract industry information in order to evaluate the market norms. Based upon responses to this notice as well as past and future market research, a determination by the Government to solicit under a 8(a), HUBZone, Service Disable Veteran Owned Small Business (SDVOSB) or Other Small Business competitive set-aside for this proposed requirement is solely with the discretion of the Government.
