Description
The Space Tracking and Surveillance System (STSS) program office intends to issue a follow-on contract to the STSS Research and Development contract F04701-02-C-0009 for two Block 2012 (Operational) satellites. It is anticipated that a Request for Proposal (RFP) will be released in the 2nd quarter FY06 with a period of performance beginning in FY07 with options for 3 additional satellites. The current STSS contractor is Northrop Grumman Space Technology, One Space Park, Redondo Beach, CA 90278. Northrop Grumman Space Technology has been a prime contractor on STSS and its predecessor programs since 1991. The Program Office contemplates issuing a Request For Proposal to Northrop Grumman Space Technology in support of the Block 2012(O) effort. It is anticipated that Northrop Grumman Space Technology will conduct a payload competition. The contract type is anticipated to be Cost plus Award Fee (CPAF). Contract award is projected for the 1st quarter FY07. The STSS program is part of the Missile Defense Agency?s (MDA) development of a Ballistic Missile Defense System (BMDS). The STSS Block 2012(O) objectives are to: (1) extend the capabilities of the Ballistic Missile Defense System (BMDS) to defend the territories and forces of the United States, its Allies and friends against ballistic missile threats; (2) provide accurate and timely midcourse global object tracking and reporting of ballistic missile attacks; (3) provide accurate and timely data to support BMDS needs, and (4) collect data to allow improvements to the BMDS missile defense capabilities. Interested offerors must submit Statement of Capabilities (SOC), which clearly illustrate expertise in the following areas: (1) The ability to design, develop, produce, integrate, test, deliver, launch and support operation of effective IR satellite systems and satellite constellations by FY12; (2) Experience in real time IR mission support, including anomaly resolution, on-orbit testing in conjunction with the BMDS, and Command & Control Battle Management Communications (C2BMC) connectivity; (3) Ability to develop an operational ground system with heterogeneous satellites and that can accommodate satellite constellation growth; (4) Capability to develop software tools and implement command plans adequate to support the satellite, ground, and system needs; and (5) Proven end-to-end system integration ability. In addition, interested parties who believe they have the capability to perform as a prime contractor in support of this effort must include the following information in their SOC: Personnel/Size Standard ? Company Name, Mailing Address, Point of Contact and Telephone Numbers, Business Size Classification, Large, Small, or Other, and experience-specific work previously performed or being performed relevant to this follow-on effort. Small Business companies with the capability to perform this requirement are encouraged to participate. The small business size standard for this requirement is NAICS 541710 (1,000 employees). If you are interested only in subcontracting opportunities please indicate clearly in your submission. The SOC shall not exceed ten pages. The government will use this SOC to determine if there is sufficient interest in the marketplace from qualified sources to attempt full and open competition. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal and is not to be construed as a commitment by the government. The Government will not pay any costs associated with the submittal of information solicited herein. The SOC and all related communications that contain proprietary information should be marked as such. Verbal responses will not be accepted. See Note 22.
