MARKET SURVEY TACOM invites your response to the below market survey questionnaire for procuring Recapitalization services for M870, M870A1, M870A2 Lowboy, M871, M871A1 and M871A2 22.5 Ton Capacity Flat Bed and M872, M872A1, M872A2, 34 Ton Capacity, Flatbed Semi-trailer s. This market survey questionnaire seeks information from potential suppliers regarding the Governments plans to contract for Semitrailer overhaul and upgrade services. The term applied to this effort is referred to as Recapitalization which is a managed pr ocess consisting of semi-trailer disassembly, overhaul of major structures, and a focused rebuild and assembly process that includes the installation of new equipment that improves vehicle performance and increases its longevity. Intent: It is the intent of TACOM on behalf of the Army to award an Indefinite Quantity, Indefinite Delivery contract for the Recapitalization of each of the commercially based semi-trailers listed above. The three trailers are being combined for recapital ization into one contracted effort to meet the fluctuating needs of U.S. Army, Army National Guard and Army Reserve units who have received and are maintaining some or all of the models listed. Combination also provides the possibility of stabilizing reman ufacturing processes at a manufacturing plant once production begins. Description of Systems: The M870 is a 40 ton capacity, 40 foot long, Low-boy Semitrailer capable of transporting construction and material handling equipment, it has a folding gooseneck that doubles as a ramp and has a mission profile that requires its bei ng capable of 50% on-road and off-road transportation while fully loaded. The M871 Semitrailer is a 22.5 ton capacity, 40 foot long by 8 foot wide, dual purpose, break bulk/container transporter, with a flatbed. Its' mission is line and local haul of break bulk cargo and inter-modal cargo containers. The M872 Semitrailer is a 34 ton capacity, 40 foot long by 8 foot wide, Semitrailer it is also a dual purpose, break bulk/container transporter, with a flatbed. Its' mission is line and local haul of break bulk cargo, Inter-modal Cargo containers, M113 Arm ored Personnel Carriers and personnel shelters. The M871 and M872 are based on commercial platform style, dual-purpose semi-trailers. The recapitalized semi-trailers will be capable of daily operating ranges of 300 miles at sustained speeds up to 65 mph. Unique military characteristics on all Recapitalized Army assets will include: Green, Camouflage, or Tan Chemical Agent Resistant Coating (CARC), Military lift and tie down provisions in accordance with MIL-STD 209J, a 12/24-volt lighting system with Black out lights and an Anti-lock Brake System. The required semi-trailers must be re-built to meet severe duty operation that includes movement off-road when coupled with a commercially based line haul tractor. All of the semi-trailers are required to have the ability to be loaded and offloaded to C141, C-5 and C-17 Aircraft, and meet all applicable NATO inter-operability criteria. Semitrailers must have sufficient ground clearance to load and offload at a 15-degree pitch angle in order to roll-on and roll-off shipping vessel loading ramps. Recapitalized Semitrailers are to be equipped with the following. 24-Volt Anti-Lock Braking System with PLC, Radial Tires, bolt-on upper coupler plates where applicable, 12 and 24-volt electrical receptacles, LED lighting, a spare tire carrier, and a side panel kits where applicable with onboard stowage that will protect and contain the side panels when stored. The M871RECAPSOW is an example of a Scope of Work that would become an enforceable section of a proposed future contract for M800 Series Semitrailer recapitalization. The file is to afford the opportunity to gain an understanding of the work that will be r equired to recapitalize existing semi-trailer assets. Schedule: The intent is to award a Indefinite Delivery/Indefinite Quantity type production contract to acquire an estimated 2400 units with additional estimated requirements of 2400 units over the remainder of the contract period. All production quantities are estimated based on available trailer fleet assets and are subject to change. Two each test units for each model will be required for testing. The schedule for test unit delivery will be decided upon based on the availability of assets and relative im portance of field needs. Assume a delivery schedule that delivers Recapitalized Flat-bed trailers within 90 days of contract award and Low-boy trailers within 120 days of contract award. Government testing will be performed to confirm structural integrity and durability. Testing is estimated to take a minimum of 180 days. Trailers that pass test requirements will be re-furbished and used as production baseline models. If proposed, contractor test costs may include transportation of equipment and the furnishing of onsite Field Service personnel to support testing.
