- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training and Support (LMSTS), Orlando, FL to procure Spare Parts for the TMV/RADCOM H-60 OTPSs and for the CAT IIID EA-6B OTPSs. Part Numbers for the H-60 units are as follows: TMV H-60 OTPS 01 - 2060AS301-01, TMV H-60 OTPS 02 - 2060AS302-01, TMV H-60 OTPS 03 - 2060AS303-01, TMV H-60 OTPS 04 - 2060AS304-01, TMV H-60 OTPS 05 - 2060AS305-01, TMV H-60 OTPS 06 - 2060AS306-01, TMV H-60 OTPS 07 - 2060AS307-01, TMV H-60 OTPS 08 - 2060AS308-01, RADCOM H-60 OTPS 09 - 2060AS309-01, RADCOM H-60 OTPS 10 - 2060AS310-01, and RADCOM H-60 OTPS 11 - 2060AS311-01. EA-6B Part Numbers are as follows: CAT IIID EA-6B OTPS 12 ? 2060AS312-01, CAT IIID EA-6B OTPS 13 ? 2060AS313-01, CAT IIID EA-6B OTPS 14 ? 2060AS314-01, CAT IIID EA-6B OTPS 15 ? 2060AS315-01, and CAT IIID EA-6B OTPS 16 ? 2060AS316-01. The government intends to procure these spare parts under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The majority of these OTPSs are still in the testing phase, therefore, the Government does not own data, drawings, or other specifications to permit full and open competition. As the original equipment manufacturer LMSTS is the only known source to have sufficient technical data, including drawings to manufacture the OTPSs. All responsible sources may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the awards to be firm fixed price contracts. No solicitations will be available for this procurement.
