- NAICS Code: 541620 In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to negotiate on a sole source basis with Innovative Waste Consulting Services for a study titled, "Liquid Introduction Design Criteria for Bioreactor Landfills". This project will help to develop standardized design guidelines for bioreactor landfills operating under EPA's bioreactor landfill research development and demonstration rule or any applicable state or federal regulations to include liquids addition design, liquids collection and waste stability design The contractor will have to have the following experience: chemical and microbiological aspects of municipal solid waste in an anaerobic and aerobic degradation evaluation; conventional RCRA Subtitle D landfill design, construction and operation; more than 10 years in bioreactor landfill design and operational techniques; in most recent applicable regulations (federal, state and local) pertaining to waste disposal and site management; and have access to landfill bioreactor data. The U.S. EPA-National Risk Management Laboratory, Waste Management Branch in Cincinnati, Ohio is only aware of one source that can perform this project. EPA requires collection of data from a landfill bioreactor to include analytical measurements, predictive modeling for moisture movement as a function of flow rate, pressure and waste characteristics. Access to landfill bioreactor data is very limited. Innovative Waste Consulting Services, a small business, has been involved with bioreactor landfills, since the early 1990s and has access to existing solid waste data generated through research at New River Landfill funded by the State of Florida. Innovative Waste Consulting Services are the only known firm that has the necessary access to solid waste research and the experience to complete this project. Interested parties, who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications can fulfill the government's requirement. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
