- NASA/GSFC has a requirement for Qty. 1 EA. Blackbody Source Subassembly Cryogenic cavity radiator system + associated control electronics. See Attached Specifications. NASA/GSFC intends to purchase the items from ATK/Missions Research. They are the only company that produces cryogenic radiators that can operate at cryogenic temperatures and has a product that can meet all the specifications attached. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. The government intends to acquire the commercial items using Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations are requested to submit 2 copies of their capabilities and qualifications to perform the effort in writing to the following no later than 4:30 p.m., Eastern Standard Time on August 12, 2005: NASA/GSFC, Attn: Raymond Jones, Mail Code 210.3, Greenbelt, MD 20771, E-mail: Raymond.R.Jones@nasa.gov, Fax: 301-286-1720. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. In addition, all responsible sources may submit an offer, which shall be considered by the agency. This Synopsis does not constitute a Request for Quotation, and is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for the information submitted in response. Comments and questions should be submitted by August 8, 2005 via email or fax. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed.
