Description

The Northern Region Contracting Center-Leavenworth, KS, is seeking sources among GSA contract holders capable of designing a non-proprietary After Action Review (AAR) system for the Army Constructive Training Federation (ACTF) for US Army and Joint t raining users. For purposes of this requirement, non-proprietary means the government has unlimited rights as defined in DFARS 252.227-7014 as rights to use, modify, reproduce, release, perform, display or disclose computer software documentation in whol e or in part, in any manner or for any purpose whatsoever, and to have or authorize others to do so. The primary purpose is to support the Battle Command Training Program (BCTP) and the Army Battle Simulation Centers (BSCs). While BCTP and the BSCs have similar requirements, the data used and the display of the simulation information varies. Generally, BCTP requires more data-intensive information designed for detailed analysis while the BSCs require a more broad analysis for their customers. The contr actor shall support both paradigms within the same baseline. The BCTP support shall be focused on the Division and higher warfighter and Mission Rehearsal Exercises. The contractor may, while developing the proposal for this effort, utilize other AAR pro ducts developed under government contracts (and for which the government has acquired unlimited or government purpose rights) as a baseline for development, embedded, or included as part of the new AAR system. The Federal Supply Classification (FSC) code for this requirement is R412 and NAICS code is 541690.
