Description

The Defense Commissary Agency (DeCA) manages commissary operations worldwide for the Defense Department. These operations are supported with various systems using commercial-off-the-shelf, government-off-the-shelf, and in-house developed applications. These mission essential systems represent a diverse array of programs for the Agency that requires various levels of System Life Cycle Support Services (SLCSS). In order to meet SLCSS requirements, award of a single Indefinite Delivery / Indefinite Quantity contract, under full and open competition (FAR Part 15), will be made to the contractor who provides the best value in accordance with the Performance Work Statement and Request for Proposal. The anticipated Period of Performance will include a Base Period (contract award thru 30 Sep 2005) and 4 (1 yr) Option Periods (1 Oct 2005 thru 30 Sep 2009). As specified in the individual Delivery Orders, the contractor shall provide all necessary personnel, supervision, management, materials, non-personal technical services, and equipment for the SLCSS programs. These services will include, but are not limited to:Program Management Support, Systems Analysis,Enterprise Architecture Planning,Configuration Management,Quality Assurance,Training,Information Assurance,Cost Estimating,Continuity of Operations Planning (COOP), and Freedom of Information Act (FOIA) Support. Please note this presolicitation is posted to announce the Defense Commissary Agency’s SLCSS requirement. A formal RFP and PWS will be forthcoming and provided to those contractors who express an interest via email to the address below. Your interest on supporting DeCA is appreciated. Address: The vendor shall provide on-site support at DeCA, 1300 E Ave, Fort Lee, Virginia. In addition, DeCA may designate other sites as necessary in performance of those Delivery Orders issued under the IDIQ contract.
