Description
Amendment No. 02 is issued to provide a response to the questions received on the solicitation and to revise the solicitation due date in the FBO website only to July 22, 2005. QUESTION 1: There is an existing oil line not located on the print. Is there any information available on this? ANSWER: There is a fuel oil line running though the site of the proposed parking lot, between the ARS Greenhouse and the Entomology Greenhouse, on the University of Maine campus in Orono, Maine. The oil line runs from a point approx. 10.25' south of the NE corner of the ARS Greenhouse; the oil line leaves the building, running east for approx. 5.5 feet to a point. From this point the line runs south, approx. parallel with the east facades of the ARS Greenhouse, to a pit near the NE corner of the Entomology Greenhouse. This pit is located approx. 4.5' west and 4.5' north of the NE corner of the Entomology Greenhouse. The approx. depth of the oil line is 2' - 2.5'. The University of Maine will mark all utility lines in the work site prior to the commencement of work. The COR is required to schedule this work with the University at least 10 days prior to commencement of work. QUESTION 2: The shrubs beside the greenhouse where the conduits enter the greenhouse will probably be lost. Is that ok? ANSWER: Yes. However, the Contractor shall be required to replace any shrubbery removed with that of like size and to the existing shrubbery after approval of the submittal by the COR. QUESTION 3: There is a tree on the edge of the excavation for the parking lot that will probably lose a significant amount of roots and not survive. Should this tree be removed? ANSWER: Yes. However, the Contractor shall be required to replace any tree any removed with that of like size and to the existing trees after approval of the submittal by the COR. THE DATE AND TIME FOR RECEIPT OF OFFERS HAS NOT CHANGED AND REMAINS AT 2:00 P.M. (LOCAL TIME) ON JULY 22, 2005. ALL OTHER INFORMATION REMAINS UNCHANGED. The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to construct a 7,000 SF +/- asphalt Parking Lot addition at the New England Plant Soil and Water Lab located in Orono ME. Work includes the demolition, earthwork, paving, and painting trades. Work specifically includes removal of existing paving, site regrading, the expansion of existing drainage basin, and the installation of underground piping and drainage works, new paving, and painting pavement markings. The estimated cost of construction is between $25,000 and $100,000. This project must be completed within 30 days of receipt of the notice to proceed. Solicitation Number 16-3615-05 will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-03. This solicitation is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The applicable NAICS is 238990, with a size standard of $12 million. The solicitation and other documents (except the drawings and specifications) related to this procurement will be available electronically at the Internet site: http://www.fedbizopps.gov. Potential offerors will be responsible for downloading their copy of the documents and for monitoring the web site for release of amendments (if any) and any other related documents. Only one site visit will be scheduled as identified in the solicitation. Potential offeror's are required to provide the following mandatory information: Company name, contact name, street mailing address, telephone and fax numbers to establish a bidder's mailing list and to receive one (free) copy of the drawings and specifications. Requests for the above information or to receive a copy of the bidder's mailing list may be faxed to the POC by reference the solicitation number and the project title. REQUESTS FOR THE RFQ SENT BY E-MAIL ARE NOT ACCEPTABLE. All work shall be performed in accordance with the terms, conditions, drawings, and specifications contained in Solicitation No. 16-3615-05 and will be available on or about June 22, 2005.
