Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS ?AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-4. The associated North American Industrial Classification System (NAICS) Code for this procurement is 334513 with a business size standard of 500 employees. This acquisition is100% set-aside for small business. The National Institute of Standards and Technology (NIST), has requirements for a Flow Calibration Device. This is a brand name or equal requirement. Brand Name or Equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency requirement. LINE ITEM : 0001 DryCal ML- 800 Base or Equivalent LINE ITEM: 0002 DryCal- 800 Model 24 or Equivalent The device shall be capable of calibrating flows between 50 and 5,000 sccm. This device must be based on a movable piston within a accurately defined volume (within a glass tube), measuring the displacement of the piston versus time. The device must adhere to the following specifications: 1) Measure flow rates between 50 and 5,,000 sccm 2) Maintain an absolute accuracy of a single measurement to 0.15 % or better (percent of reading) 3) A Traceability certificate must be provided with the unit showing traceability to relevant NIST standards. 4) Measure any non-condensing non-corrosive gas with humidity less than 70% 5) Capable of continuous cycling measurements 6) Compensate for pressure and temperature using sensors built into the unit to sample conditions within the flow cell. These critical measurements must be accurate and precise enough to assure the absolute accuracy specification of 0.15% relative to flow reading. 7) Allow communications and control from a computer, results can be read by the computer using LabView. All manuals for accomplishing this communication to be included with unit. 8) Must offer a warranty assuring the system will meet all specifications one week after delivery and acceptance by NIST. DELIVERY SHALL BE FOB DESTINATION. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers lowest cost technically acceptable quote. The full text of FAR provisions or clauses may be accessed electronically at www.acqnet.gov/far.
