- The DepartmenThe Department of Transportation, Office of Aviation Analysis intends to award a three year sole-source contract to SABRE for Planet support. Under this contract, SABRE will provide software updates, maintenance, training, and technical support. SABRE is uniquely qualified as the proprietor of Planet. In addition, only SABRE personnel possess the technical familiarity with the software to provide the regular data calibrations that are required to ensure to that the model?s parameters keep up with changes in the airline industry. Only SABRE can provide the quarterly updates of airline demand data for Planet because doing so requires technical knowledge of Planet?s requirements for using input data sources that is possessed only by SABRE because SABRE designed the Planet software. This is not a request of offers from other sources. See Note 22.
