Description
C4ISR Visualization Center (CVC), Request For Information Ms. Grace K. Fontana (202) 767-1481, grace.fontana@bolling.af.mil. In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves as a request for information. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. The purpose of this RFI is to receive feedback from industry in regard to the following and is in support of a market survey. The CVC is an operating location of the Air Force Agency for Modeling and simulation (AFAMS) and is located in a small, secure office on the fourth floor of the Pentagon, which includes a Secure Compartmentalized Information Facility (SCIF). The CVC provides direct support to the Headquarters Air Force Staff and Department of Defense (DOD) customers with a state-of-the-art visualization and briefing venue. Leveraging robust VTC capability, extensive communications links, and the latest in visualization tools, the CVC serves as a ?portal? into war games, experiments, exercises, and real-world events occurring around the world. This allows senior leaders in the National Capital Region to observe and participate in C4ISR events without traveling. The CVC further supports the Headquarters Air Force Staff by allowing them to evaluate the latest in C4ISR technologies during onsite demonstrations. Finally, the CVC provides, video production, animation development, and graphics support to assist in the visualization and understanding of complex C4ISR concepts and initiatives. Companies are encouraged to respond if they have the ability to provide the following technical services with little or no disruption to ongoing CVC operations and with little or no additional cost to the Government. 1) Maintain, operate, and schedule all Video Teleconferences (VTC) within the CVC. 2) Maintain CVC classified and unclassified networks IAW DOD directives to include development of Memorandums of Agreement (MOA) with distributed sites. 3) Produce professional video productions, graphic animations, and visualizations in support of the CVC and the Headquarters Air Force Staff. 4) Maintain and analyze current CVC systems/software to support future distributed exercises and demonstrations. 5) Coordinate with outside agencies to develop professional demonstrations and exercise ?portals? for the CVC?s Pentagon audience 6) Install and maintain software and hardware in support of the CVC?s mission. 7) Maintain currency on new and emerging C4ISR technologies to facilitate CVC?s involvement in demonstrations and exercises involving such technologies. 8) Conduct filming of briefings, demonstrations, and exercise events. 9) Work with Air Force Television and other Air Force agencies to produce video presentations in support of the CVC mission. 10) Represent the CVC at exercise planning conferences and articulate the CVC?s mission and capabilities. 11) Serve as event planner and executor of complex demonstrations to senior Headquarters USAF and DoD personnel. 12) Provide management, cost analyses, and oversight of ongoing CVC activities. Respondents to this RFI should demonstrate skills and proficiency in the following areas. 1) Ability of ALL personnel to work on an individual basis with general officers and other senior executives within government. 2) Intimate knowledge of ALL of the following graphic/animation applications: Alias/Wavefront MAYA, Adobe Photoshop, Adobe Premiere, Adobe Encore, Adobe After Effects, Adobe Illustrator, Adobe Audition, NewTek Video Toaster, Curious World Maps, TerraVista Terrain Generator, Microsoft Visio, MacroMedia Flash, and MacroMedia Director. 3) Experience operating and maintaining ALL of the following C4ISR applications: Global Command and Control System (GCCS), Joint Worldwide Intelligence Communication System (JWICS), and Personal Computer Integrated Intelligence and Imagery (PCI3). 4) Intimate knowledge of ALL of the following modeling/simulation tools: Virtual Battlespace Manager System (VBMS), RedSim, Satellite Tool Kit (STK), Air Force Synthetic Environment for Reconnaissance and Surveillance (AFSERS), Wide Area Monitor (WAM), Constant Sentinel, and HEL Sim. 5) Ability to operate and troubleshoot ALL of the following audio-visual systems/equipment: AMX Panels, Christie Digital Light Projectors, TANDBURG CODEX, and S-Video Switches. 6) Intimate knowledge of ALL of the following network devices and equipment: Cisco 2500 and 2600 series routers, 3Com managed switches with multiple VLAN configurations, KG-194, KIV-7, and Brocade 2400 and 3800 fiber channel switches. Individuals with work experience in the DOD, specifically the Air Force, are highly desired. The ability to function within the Air Staff and interact with Senior Leaders is essential. ALL personnel must have a TS/SCI. Respondents to this RFI should provide a brief qualifications and capability package to include a description of your organization's location and ability to operate at Government owned facilities in the National Capitol Region by providing the necessary personnel, with similar competed past performance on projects with current and in place TS/SCI Security clearances to perform the above potential requirements. Recommended NAICS code that the above potential requirements may fall under. Also include information such as: Company name, address, email, telephone number, points of contact, cage code, size of business pursuant to North American Industrial Classification System (NAICS) and respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This is an RFI only and all information received will be for marketing purposes. All communication regarding this RFI, including submissions, should be in writing and submitted in a commonly used format electronically.
