Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W91QFT05-05-T-0032 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. The NAICS code applicable to this acquisition is 541611. 1 year Educational Officer. Duties are as follows: Review of Noncommissioned Officer Education System (NCOES) Products for MOS 27D, Paralegal Specialist 1. Review, within 60 days, the Center for Law & Military Operations (CLAMO) databases (classified and unclassified) to identify lessons learned regarding paralegal (27D) operations in the contemporary operational environment. 2. Produce, within 180 days, a written assessment as to whether these lessons learned from current operations are properly incorporated in the following MOS 27DTraining Support Packages (TSPs): Ten TSPs for Phase I Reserve Advanced Individual Training (AIT) (Distance Learning (DL) format); Ten TSPs for Phase II Reserve AIT; Twenty-one TSPs for the full length AC/RC 27D AIT course; Six TSPs for AC/RC Phase I BNCOC course (DL format); Nine TSPs for Phase II BNCOC course; Six TSPs for AC and RC Phase I ANCOC course (web based correspondence course); and Eight TSPs for Phase II ANCOC course. 3. Produce, within 300 days, additions and or revisions to any deficient TSPs that ensure that Lessons Learned are taught at all levels of MOS 27D professional education. Staff revised TSPs through the appropriate channels for approval. End result is a final, approved TSP incorporating Lessons Learned from both OIF and OEF for Active, Reserve, and National Guard components and is loaded into the Automated Systems Approach to Training (ASAT) database. 4. Deliver weekly In-Progress Reviews, detailing progress on the review and updating of each TSP. 5. In addition, the contractor will send a draft of each of the required written products to the agency for review. The agency will provide comments back to the contractor within 30 days. The contractor will submit the final written product to the agenc y within 30 days thereafter. 6. Classified material must be handled in accordance with applicable laws, regulations, and procedures. Review of Officer Education System (OES) Products for Judge Advocates (27A) 1. Review, within 60 days, the Center for Law & Military Operations (CLAMO) databases (classified and unclassified) to identify lessons learned regarding legal (27D) operations in the contemporary operational environment. 2. Produce, within 180 days, a written assessment as to whether these lessons learned from current operations are properly incorporated in the following modules: 97 modules for Phase II of the Reserve Judge Officer Basic Course (Distance Learning (DL) format); and 24 web based correspondence modules for Phase I of the Reserve Judge Advocate Officer Advanced Course (DL format) 3. Produce, within 300 days, additions and/or revisions to any deficient module that ensure that Lessons Learned are taught at the Reserve Judge Advocate Officer Basic Course and Reserve Judge Advocate Officer Advanced Course. Staff revised modules throug h the appropriate channels for approval. End result is a final, approved module incorporating Lessons Learned from both OIF and OEF for Active, Reserve, and National Guard components. 4. Produce, within 270 days, an all-encompassing program to replace Combined Arms & Services Staff School (CAS3) for the Judge Advocate Generals Corps. Identify critical tasks for inclusion into this course by reviewing CAS3 tasks and Lessons Learned fr om OIF and OEF. This includes integrating any Distance Lea rning Courses developed by TRADOC or Department of the Army, any on the job or Staff Judge Advocate led Officer Professional Development and any modules developed by the Training Developments Department at The Judge Advocate Generals Legal Center and Scho ol. 5. Deliver weekly In-Progress Reviews, detailing progress on the review and updating of each module and the CAS3 replacement program. 6. In addition, the contractor will send a draft of each of the required written products to the agency for review. The agency will provide comments back to the contractor within 30 days. The contractor will submit the final written product to the agenc y within 30 days thereafter. 7. Classified material must be handled in accordance with applicable laws, regulations, and procedures. The provisions at 52.212-1, Instructions to Offerors  Commercial, applies to this requisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52 .212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; addenda to the clause are not included.
