- This is a combined synopsis/solicitation The negotiations will be conducted by Alpha Contracting; therefore no formal solicitation will be issued. This announcement constitutes the only solicitation, a written solicitation will not be issued. The government intends to award a follow on contract for Engineering and technical support services for the design, development, integration, testing, fielding and sustainment of Global Command and Control System-Army (GCCS-A) Block 4 products; integration , testing and training of Army injectors into Joint Tactical Common Operational Picture (COP) Workstation (JTCW) products; and development of Multinational Interoperable Program (MIP) and Near Real Time Server (NRTS) injectors. Additionally, maintenance o f Maneuver Control System (MCS) version 6.3.6 will be obtained. Collectively these systems provide US Army combatant commanders, with interoperable C2 information, and facilitate the exchange of Army C2 information through the Joint GCCS to the National C ommand Authority. The proposed action will provide the US Army with support services required to achieve horizontal and vertical C2 of the tactical, operational and strategic battlespace. Period of Performance for the effort is 3 years. Negotiations will be conducted using Alpha Contracting with Lockheed Martin Integrated Systems and Support, Eatontown, NJ. See Note 22.
