- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Crane Division, Naval Surface Warfare Center, is issuing this Request for Information/Sources Sought synopsis as part of a market survey to support a comparison of .50 caliber sniper rifle capabilities. NSWC Crane is interested in viewing .50 caliber sniper rifle ammunition with enhanced capabilities beyond that of currently fielded .50 caliber sniper rifle ammunition. All interested sources are encouraged to submit cartridge and projectile description, cartridge performance data, ammunition/weapon test data, production history, any previous safety releases granted by the Government and any other pertinent information for the Government?s evaluation. Based on the information received, the government will screen all potential products and vendors for further comparison. Weapons firing comparison by the government will include: firing five round groups on targets utilizing the acoustic range at 500 yards and 1,000 yards for accuracy; additional firing, using Doppler Ra! dar to assess ballistic performance. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Nothing in this announcement constitutes an obligation on the part of the U.S. Government. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The Government is only seeking possible sources for future needs, if they arise. No solicitation document exists at this time. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITIED. It should be noted that during the evaluation of all information submitted, th! e government plans to utilize employees from Science Applications International Corporation (SAIC) as advisors to the government evaluators.
