Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) in Washington, DC intends to award a Purchase Order to the International Union of Air Pollution Prevention Protection Association (IUAPPA) of Brighton, England under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to complete a review of emission inventories across the European, Asian, and North American regions, finalize a discussion/policy review paper on Hemispheric Pollution, and hold a seminar in Tokyo on new developments and challenges in regional air pollution. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that IUAPPA is uniquely qualified to satisfy the Government's requirement as IUAPPA is the only organization leading international scientific and technical efforts on the hemispheric scale. In addition they are the only source capable of drawing together all the relevant networks and research programs related to regional air pollution - from the U.N. Environment Commission of Europe to the CLRTAP Convention to the Air Monitoring Network of East Asia (EANET). As such, they alone will be able to access the senior technical and policy officials in these networks and their member countries, so that the scientific and policy analysis needed for understanding and analyzing hemispheric transport of air pollutants will have the appropriate expertise to gain legitimacy and yield meaningful results. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
