- NASA/SSC has a requirement for hardware and software maintenance of a NASA-owned telecommunication PointSpan Private Branch Exchange (PBX) system located at Stennis Space Center, MS. This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire commercial services using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. NASA/SSC intends to purchase the required services from Aastra Intecom, Inc. on a sole source basis as the required maintenance of a government-owned Aastra Intecom PointSpan telecommunication system is available from only this one source. Interested parties, other than Aastra Intecom, may submit their capabilities and qualifications to provide these services in writing to the identified point of contact no later than 3:00 pm local time on 8/3/2005, fax or e-mail acceptable. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) to Ann.Sharpe-1@nasa.gov no later than 3:00 pm 7/29/2005. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B". Submitted proposals/quotations shall be at no cost to the Government. Any referenced notes may be viewed at the following URLs link below. Notification is hereby provided that invoicing for the following required services shall be in arrears, which may be monthly, quarterly, simi-annual, etc., as shall be agreed in writing between the parties. Period of performance is for a period of 40 months, including a base period of 8/21/2005 through 12/31/2007, and one 12-month option period, 1/1/2008 through 12/31/2008.
