Description

NSN: 1005-01-383-2872, Part Number: 12973001. The item to be procured is the M16A4 Rifle, 5.56mm. The Government intends to award a five-year best value Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the M16A4 Rifle. The anticipate d most probable quantities are as follows: Fiscal Year (FY) 2005 14,600 each; FY 2006 29,600 each; FY 2007 11,100 each; FY 2008 11,100 each; FY 20009 11,100 each. The guaranteed quantity is 3,000 each. The anticipated maximum quantities are as follows: FY 2005 30,000 each; FY 2006 30,000 each; FY 2007 30,000 each; FY 2008 30,000 each; FY 2009 30,000 each. FOB is origin. Estimated issue date for the release of the solicitation is 18 Feb 05. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); therefore hardcopies will not be provided. Vendors wishing an electronic hardcopy may download it on or after the issue date by accessing the following address via the internet: http://aais.ria.army.mil/aais/SOLINFO /index.htm. CAUTION: This solicitation will be issued electronically as will any amendment thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is, therefore, incumbent upon any inter ested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your prop osal nonresponsive and result in the rejection of same. In addition, potential offerors must provide their proposal electronically. The Government technical data package (TDP) will be used to buy this item. The specified TDP contains information proprieta ry to Colts Defense, LLC and cannot be provided via the internet. According to the license agreement, the TDP can only be competed in the U.S. and its territories. The successful offeror under this solicitation agrees to manufacture the items being procur ed under this contract within the U.S. and its territories. Any other source besides Colts will be required to execute a non-disclosure agreement prior to receiving the M16A4 Rifle TDP. Vendors who need this TDP in order to prepare a proposal are instruct ed to request same by submission of an email request to robbinsm@ria.army.mil. Any said request should contain the following information: CAGE Code (if available), Company Name, Point of Contact, Street Address, City, State, and zip Code, Telephone Number, and vendor size (large or small business). A TDP will be provided by normal mail after the non-disclosure agreement has been signed by an individual authorized to bind the vendor contractually. Any award will be made on an all or nothing basis. ISO 9001 :2000 or equivalent inspection criteria will be required. A First Article Test will be required for a new producer. Note 26 applies.
