Description
The Coast Guard seeks to award one or more emergency contracts on a limited sources basis for the procurement of Progressive Structural Inspection Baseline (PSI-B) services for the HC130-H aircraft. Interested parties may expect one (1) aircraft, not to exceed three (3) aircraft for induction against the Coast Guard?s PSI-B Work Specification. The number of aircraft inducted at any one site is dependent on the certification requirements listed below and facilities/staffing constraints identified in the offeror?s proposal. The period of performance is established as one (1) year from the date of award. Delivery is established as 160 days from date of induction for 1700 series aircraft and 180 days from date of induction for 1500 series aircraft. Contractors must provide all labor, tooling, materials, test equipment and managerial staff to perform the required work. Geographical location and transportation costs and risk for ferry flights will be evaluated. Past Performance will also be considered. Contract award will be based on Lowest Price, Technically Acceptable. Technical proposals must include evidence of the following: current FAA or international equivalent certification to perform PDM-type work for large body aircraft; current ISO certification; evidence of current Ground Flight Risk Assessment in accordance with Defense Logistics Agency 8210.1; and evidence of the possession of an established set of work cards or work deck to perform the required work. The Coast Guard will not delay award nor contract performance in anticipation of any of the certifications/assessments described herein. This requirement is unrestricted, the NAICS code is 336413. Note: The Coast Guard PSI-Baseline work specification lists numerous US Air Force technical orders and USCG specific technical orders. The Coast Guard does not maintain nor can it provide technical documents not of Coast Guard origin. e technical orders is OC-ALC/LIRR, Tinker AFB, OK 73145-3029.
