Description
The contractor shall provide all management, supervision, labor, materials, etc necessary including but not limited to traffic control, repainting of roadway markings to include reflectorized traffic centerline, edgeline markings, stop bars and symbols, road cleaning of dirt and debris, furnishing and applying yellow and white traffic marking epoxy paint and reflectorized glass beads, and removing any improperly applied markings, paint spill or tracking in accordance to specifications, drawings, clauses and provisions. A tentative date has been set for a pre-proposal conference at Rock Creek Park Maintenance Yard, 5000 Glover Road, NW., Washington, DC on Monday, August 15, 2005 @10:00am. Only prospective contractors who have not done this type work for Rock Creek Park in the past will be required to attend the pre-proposal meeting prior to submitting a proposal. Please contact Steve Foster (202-895-6068) or Benny Goodman (202-895-6017) with your intent to attend this meeting. Proposals will be evaluated on the following criteris in descending order of importance: 1 - Professional reference and experience (25 points); 2- Professional qualifications and training (25 points); 3- Price (15 points); 4-Methodology (10 points); 5-Equipment (10 points); 6-Workforce (5 points); 7-Products (5 points); 8-Safety Plan (5 points). NOTE: A SOLICITATION WILL FOLLOW WITH A BRIEF NARRATIVE OF EACH CRITERIA LISTED) Award will be made on a "Best Value" basis in accordance with the Evaluation Criteria listed above which are weighed according to their importance. A "Best Value" is defined as the offer that results in the most advantageous acquisition decision for the government. The solicitation will be issued electronically on the Dept. of the Interior's National Business Center (NBC) Website at http://ideasec.nbc.gov. All proposal must be mailed or delivered to Rock Creek Park, 3545 Williamsburg Lane, NW. Washington, 20008 attn: Diane Austin by close of Business August 30, 2005 @4:00 pm. Estimated magnitude of contract is below $60,000 (NAICS CODE 237310). The Federal Acquisition Regulations (FAR) 2001-16 requires all contractors to be registered in the Central Contractor Registration database prior to any award.
