Description
The objective of this procurement is for a contractor to provide timely, high quality professional engineering and scientific work to support activities of the U.S. Nuclear Regulatory Commission (NRC) Advisory Committee on Reactor Safeguards and Advisory Committee on Nuclear Waste (ACRS/ACNW). Specific assignments will be made by the Project Officer, the Executive Director, ACRS/ACNW, and/or the Deputy Executive Director, ACRS/ACNW. The contractor?s assigned personnel may be required to attend ACRS Committee meetings and may be directed by the government?s technical contract representative to attend other meetings including the ACNW Committee meetings or to work at the site of the ACRS/ACNW office. The NRC intends to issue a commercial, fixed price/labor hour type contract with a twelve (12) month period of performance, with two (2) separate 12 month option periods. The Request for Proposal (RFP) will be available on or about August 12, 2005. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov and any future solicitation amendments will also be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, telephonic and written requests for hard copies of the RFP should not be sent and will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this procurement is an average $6.0 million over the past three years, as set forth under NAICS Code 541990. Proposals for this requirement may be submitted by all concerns (i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals). Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should E-mail their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list and post it at the same time the solicitation is posted, all business information shall be received no later than August 9, 2005, at 4:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website.
