Description
The NATO Procurement and Supplies Service has released an official notification of Call for Bids regarding the supply and installation of a digital recording system (DVRS) that has the capability of recording the video images of the more than one hundred cameras that are installed at the NATO headquarters compound in Brussels, Belgium. SCOPE OF PROJECT The system has to be expandable to several hundred cameras. The DVRS will only be used to record video images, not to control cameras. The current remote control capability of the cameras has to remain unchanged after the installation of the DVRS. The DVRS has a dual purpose (i.e., recording of pre-alarm images, and recording of the images from the cameras during an alarm). The resolution has to be such that recognition of the face of individuals is easy. This shall enable the Site Security Center (SSC) operators to analyze alarms including the events immediately preceding them. ELIGIBILITY REQUIREMENTS Please note, any firm wishing to submit a bid must attend a MANDATORY site visit in order for their tenders to be taken into consideration. Two dates are proposed, at the bidder option: Wednesday, 10 August 2005 at 2:30 p.m. sharp; and Friday, 2 September 2005 at 10 a.m. sharp. Given the nature of the project, strict security clauses apply, including during the site visit. For bidders to be authorized to take part in the site visit, they must be able to provide evidence that the firm possesses an industrial security clearance, and that those planning to attend possess a personal security clearance. It is imperative for those bidders wishing to participate in the site visit to confirm the following no later than 15 working days before the date of the visit chosen (i.e., no later than 19 July 2005 in the case of the 10 August 2005 visit, or no later than 11 August 2005 in the case of the 2 September 2005 visit): A. Possession of an industrial security clearance issued by their national authorities. Bidders shall submit a COPY OF THE SECURITY CLEARANCE CERTIFICATE (indicating the name of the firm, company address, security level and clearance expiration date). B. Their request to take part in the visit by communicating the date chosen, GIVEN NAME, FAMILY NAME, DATE OF BIRTH AND NATIONALITY OF THOSE ATTENDING, so that they may be allowed access to the site. C. Any TECHNICAL QUESTIONS from bidders. Bidders shall submit all technical questions they may have 15 working days prior to the site visit so that NATO can respond to them at that time. There will be no question-and-answer session to the site visit. INTERESTED IN SUBMITTING A BID? Bids must be received by 27 September 2005 at the latest. However, for their bid to be entertained, it is IMPERATIVE for bidders to include with their tender the ACCEPTANCE and SITE VISIT CERTIFICATE documents, duly completed, in addition to the INDUSTRIAL SECURITY CLEARANCE document (copy of the security clearance certificate).
