- THE ABOVE REFERENCED NOTICE IS MODIFIED AS FOLLOWS: ADD QUESTIONS AND ANSWERS: Amendment One to RFQ 05M000172 Questions and Answers. 1) We assume that it will be permissible that the Principal Investigator or Project Lead is a subcontractor. Is that correct? We believe that this will be to the Government?s advantage. Answer: See FAR 52.219-14 -- Limitations on Subcontracting. (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 2) Please clarify any limits on subcontracts under a small business set-aside, e.g. what proportion of the proposed costs can be subcontracted out? Answer: See FAR 52.219-14 -- Limitations on Subcontracting. (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 3. Our subcontractor for this proposal has received extensive support from several other sources that support these same activities. How should we show these additional funds as a part of our business proposal?? Answer: Subcontractor should only show what it will charge to do the work in the budget. The support sources funding should not be shown. 4) Will it be permissible to propose the work of subcontractors on a product basis rather than time and effort? Answer: Product or deliverable basis is fine, but cost must be shown in the budget. 5) Given that Proposals shall be submitted electronically, How shall we submit and sign the Reps and Certs and Standard Form 18? Will a facsimile/electronic signature be acceptable on all of these? Answer: Yes, That is acceptable. 6) Is there a page limit on the technical proposal? Answer: No more than 12 pages, excluding resumes of key personnel and GANT chart (or other detail summary on timeline and level of effort of staff proposed). 7) What is the anticipated Start Date for the contract? Answer: 9-15-2005.
