Description
The DHHS/PSC/SAS Division of Acquisition Management plans to issue a request for proposal (RFP) entitled Workplace Based Behavioral Health Services for Federal Occupational Health Services (FOH). FOH is a component of the U.S. Public Health Service (PHS) and the Program Support Center (PSC) in the Department of Health and Human Services (HHS). FOH has provided occupational health programs for Federal employees for nearly 60 years. FOH operates under the principles of Public Laws 99-750 and 79-650 (5 U.S.C., Section 7901). These laws established Federal agency responsibility for developing and maintaining prevention, intervention and rehabilitation programs and services for Federal employees who have alcohol and/or other problems. To fulfill this mission, FOH designs various occupational health services including workplace based behavioral health services to promote and maintain the physical and mental health of Federal employees. FOH enters into agreements with customer organizations to provide these services for them and either directly delivers the services or contracts with qualified vendors capable of providing direct services. When services are contracted, FOH provides technical oversight to ensure delivery of professionally sound, cost-effective services. The purpose of these proposed contracts is to obtain services of a contractor to provide Employee Assistance Program (EAP) Services including EAP Optional Services, to employees and organizations located throughout the United States including the Pacific Islands, Puerto Rico and the Virgin Islands wherever customer organizations employees are located. The EAP provided by FOH is a comprehensive service designed to empower employees in their efforts to resolve personal problems that may impact adversely on work performance. The goal of the EAP is to address such problems in the quickest, least restrictive, most convenient, and least costly manner while strictly respecting clients confidentiality. EAP Optional Services are designed to be delivered on a stand-alone basis to complement other services received by customer organizations to help fill gaps in services, and to provide a more complete solution to meeting customer organizations occupational behavioral health needs. These services may involve any service that requires special emphasis to meet customer organizations needs. The anticipated period of performance is a basic period of one (1) year with four (4) twelve (12) month option periods. The solicitation will be issued approximately fifteen (15) days after issuance of this synopsis and will be made available electronically at http://www.fedbizopps.gov. Only electronic copies of this solicitation will be made available. Proposals will be due approximately 45 days after issuance of the solicitation. The NAICS Code is 621330 with a size standard of $6M.
