- "Classification Code has been changed from a 'Z' to a 'Y.' Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to complete miscellaneous electrical distribution and street lighting upgrades at McConnell AFB, KS 67221. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 90 days. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program (FAR 19.1005). The magnitude of construction is between $100,000.00 and $250,000.00. The NAICS code for this requirement is 238210. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package which should be on or about 26 July 2005 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE RFP CLOSING DATE. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
