Description
The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada, intends to award on a sole source basis a contract to Colorado State University (CSU), Fort Collins, Colorado. This is follow-on work for Phase II of an ongoing study currently being performed by CSU. The Government has made the determination that it would be in their best interest to sole source this effort to CSU due to the proprietary nature of the software being utilized. The Bureau of Reclamation, Boulder City, NV, has a requirement for the following: Task 1. Conduct stochastic analysis, modeling and simulation of the Colorado River stream flows to provide likely scenarios of stream flow patterns that may occur during future planning horizons. Annual, seasonal, and monthly temporal scales across the Upper and the Lower Colorado basin will be examined. Improved modeling capabilities such as models for intermittent streams, seasonal models of shifting means, alternative models for temporal disaggregation, and non-parametric modeling procedures may be developed. Task 2. Enhance the Stochastic Analysis, Modeling, and Simulation (SAMS) software package to include various other options and modeling alternatives and to improve the input and output interface and graphical display of results. Task 3. Characterize the severity, recurrence and risk of low flows and droughts for the entire Colorado River system. This will include analysis based on historical naturalized flows, reconstructed flows based on tree ring indices, stochastic generated flows, and analytical approximations. Drought characterization will be made based on annual and seasonal stream flows at single and multiple sites. Task 4. On site training of the main products (models plus software) developed in the project. The anticipated award date is on or about August 15, 2005.
