- The subject solicitation is issued August 1, 2005. Although the description of this requirement can be accessed via the attached EPA weblink, the text of the description is provided herein. Pre-solicitation Notice, NAICS Code 334516 Title: Wavelength Dispersive X-Ray Fluorescence Spectrometer (WDXRF) for the Environmental Protection Agency?s (EPA) National Vehicle and Fuels Emission Laboratory (NVFEL)in Ann Arbor, MI in conjunction with the Clean Air Act and its Amendments. The EPA/NVFEL has the responsibility for testing vehicles and engines to ensure compliance with regulations. The fuels used for this testing are also analyzed at NVFEL to ensure compliance with the specifications called out in regulations. These fuels are used to conduct low level emissions testing of the highest precision and accuracy on a broad range of vehicles and engines. NVFEL plays a critical role in those measurements. To support that role, EPA seeks to purchase a Wavelength Dispersive X-Ray Fluorescence Spectrometer to perform sulfur analysis by ASTM method D2622 as required y the Code of Federal Regulations 86.113, and analyses of other elements in commercial fuels and blendstocks. The WDXRF instrumentation shall include a data system and interface(s) and shall be easily networked with existing Chem Lab network, which will run Windows 2000 and possibly Windows XP in the future. On-Site (NVFEL) Operator Training and Operation and Maintenance Manuals will also be required. Optional Line Items are: Extended Service Agreement (up to four (4) additional years after WDXRF installation); X-Ray Diffraction Unit and; an additional detector. The Statement of Work will be included as an attachment to the forthcoming solicitation. The solicitation will be available on or about August 1, 2005. The Government anticipates the award of a Firm-Fixed Price contract and will be awarded on a Best Value basis to the Government. It is estimated proposals will be required within 15 days of solicitation issuance.
