Description
The Defense Threat Reduction Agency (DTRA) conducts a broad spectrum of specialized research, test and development in weapons effects testing and other programs. Sources are sought to identify firms capable of providing research in the technology areas of radiation sources including x-rays, debris electrons, debris gamma and neutrons; debris mitigation; high power X ray radiators; large pulsed power systems; EMP; impulse; blast; diagnostics; and analysis. Applicants must demonstrate prior experience and knowledge of several of these technology areas. This effort requires research, design, fabrication, and engineering demonstration using simulators operated by the Defense Threat Reduction Agency (DTRA), Department of Energy (DOE), and other applicable Services and agencies. Results derived from these activities shall be captured through comprehensive documentation. The objective of this Indefinite Delivery/Indefinite Quantity (ID/IQ) Advanced Simulator Development contract is to obtain the services necessary to research, develop, and demonstrate techniques and hardware to advance and optimize Nuclear Weapons Effects (NWE) simulator capabilities. The contractor shall manage the contract and the execution of all tasks to include task planning, monitoring progress, cost management and reporting. The contractor shall develop concepts for optimizing simulator capabilities. This may include, but is not limited to, concept evaluation, implementation and analysis of experiments, conceptual designs and preparation of technical specification documents. The contractor shall engineer the simulator designs (including diagnostics) into simulator test systems, (e.g., electrical, control, data acquisition, fluids, vacuum, etc.) and develop an integrated engineering design with hardware drawings. The drawings shall be sufficient for the fabrication of all the parts required, including those needed for assembly, and maintenance. The contractor shall be responsible for assembly, integration, and demonstration of the designs on designated nuclear weapons effects simulators. This also includes acceptance testing, training, data, and spares required for operation and maintenance. The contractor shall be responsible for and provide any special equipment, material, and furnishings necessary for assembly, installation, checkout, maintenance, and operations through performance of acceptance testing. An indefinite-delivery-indefinite-quantity (IDIQ) task order type contract is contemplated with a basic ordering period of five years and a possible optional ordering period of an additional five years. The applicable NAICS code is 541710. Firms responding to this synopsis should provide experience in previous projects for specific relevant work completed or currently being performed including contract numbers, description of the work, points of contact, and phone numbers; professional qualifications and specific experience of personnel identified to perform the work; and any other pertinent information which would enable the government to assess your firm?s capabilities. Responding Firms must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American firm, a HUBZone firm, or a large business based on the size standard above. The government reserves the right to set this acquisition aside for HUBZone firms, 8(a) firms, SBs, or HBCUs/MIs based on the responses received. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract.
