- This information is furnished for subcontracting opportunities ONLY. This solicitation is for Prequalified Contractors only (listed below) for the construction of a new Postal Facility, Stuart, FL, West Branch Post Office located 600 feet north of Indian Street and Kammer Hwy (76). The building will contain 26,000 square feet. The work includes, but is not limited to, steel frame construction, concrete, masonry, carpentry, modified bitumen roofing, insulation, hollow metal doors, metal studs, gyp board, ceramic tile, resilient flooring, vinyl composition tile flooring, carpet, painting, store fixtures, landscaping, electrical, mechanical, utilities and other work associated with postal facilities. Bonds must be received within 5 days from receipt of Intent to Award. Notice to Proceed with construction will be issued no later than October 3, 2005. Work must start no later than 10 days after receipt of Notice to Proceed. Funding is not yet approved for this project. It is however expected that funding approval will occur in a time frame that will allow for issuance of a contract prior to 9/23/05. Cost range: $4,803,720 - $5,604,340 Const. time: 365 calendar days The subcontracting goals for this contract is a minimum of 10% for minority-owned businesses, a minimum of 40% small business enterprises and minimum of 7% for women-owned businesses in accordance with solicitation Clause 3-1. Participation with women owned businesses and minority owned businesses is encouraged. Reference is made to Clause B-38, Accident Prevention. All construction work on projects must be performed in compliance with the Occupational Safety and Health Act (OSHA) of 1970. If the USPS is fined for OSHA violations caused by the contractor, the contractor shall pay the fine or reimburse the USPS for the amount of the fine. No Proposal Guarantee (Bid Bond) is required but a letter from your bonding company and bank ARE required (see Offerors Submittal Information). A 100% Performance Bond and a 100% Payment Bond will be required of the successful offeror.
