Description
The purpose of this amendment is to provide the answers to the questions submitted in response to this solicitation. The attachment could not be uploaded to the previous amendment. The questions and answers are as follows: Question 1: Has the deadline 10am EST July 25, 2005 been extended, or it stands as a firm deadline as of now? Answer: The deadline has been extended to 10:00 AM EST on August 15, 2005. Question 2: Is there a recommended proposal outline, e.g., technical proposal, cost proposal? If so, we would like to receive a copy. Answer: The proposal should contain technical (work plan, schedule, etc.) and cost information as spelled out in the solicitation under evaluation factors. Question 3: Is there any guidelines re: teaming, e.g., with a value added consultant or subcontractor? Answer: No Question 4: What document besides proposal shall I submit? (budget? authorization?...) Answer: Please see solicitation under evaluation factors. The factors are overall scientific or technical merits, innovativeness of approach/techniques, plan of execution, principle investigator, and realism of the proposed cost. Question 5: Do you have more specific requirement for the proposal file? Answer: No Question 6: Do also these documents need to be concated as one file? Answer: Yes Question 7: Shall I submit all the document to you directly through email? Answer: Yes Question 8: Do you intend to award to a Small Business of less than 500 employees if you receive at least two qualified bids from Small businesses or was there some other plan based on companies with less that 107,812 employees? Answer: Yes Question 9: Is JSC looking for an expert to be resident on-site? Answer: No Question 10: Is JSC asking for technical services help in objectively evaluating waveforms and protocols being proposed by others? Answer: No Question 11: Is JSC looking for the proposer to provide OPNET or other network models for evaluating performance of proposed cross-layer techniques for optimization of spectrum allocation? Answer: The objective of this effort is to study the spectrum-network management convergence. The offeror can use any models to accomplish the objective. Question 12: Is the wireless network mentioned in the Solicitation an 802.11 network or a combination of wireless networks? Answer: An overarching objective of this effort is to study the spectrum-network management convergence. Therefore, JSC has no preference on standards, 802.11 or otherwise. Question 13: Is this merely a sources sought notice, or RFI? Answer: It is an RFP. Question 14: Is this work intended primarily as for T&M work toward a new capability - essentially a study? Are you looking for algorithm code, prototypes, demos, M&S? Answer: The objective of this effort is to study the spectrum-network management convergence. Question 15: Is this effort intended to "design and evaluate" a new capability in one year with $132K - or come up with a desirable method to do so? Answer: This effort is intended to study the convergence of spectrum and network management. Question 16: Is the solicitation for a product that can perform the required design and evaluation or is it for an engineer that would do the design and evaluation. Answer: It is a study. Question 17: Is the goal of the solicitation the development of a new protocol or the finding the best suited protocol for the given network(s)? Answer: The goal of the solicitation is to study the spectrum-network management convergence. JSC has no preferences. Question 18: What type of wireless networks are involved in term of technology: CDMA, GSM, etc..? Answer: JSC has no preference on the technologies. It concerns mainly with management. Question 19: Could you provide an application direction? Answer: Results from this effort will be applied to a wireless network spectrum simulation test bed. Question 20: Will the work output of this task effort be applied to existing and or new DOD systems? Answer: Results from this effort will be applied to a wireless network spectrum simulation test bed. Question 21: Could you provide an overview of JSC goals and objectives vis-vis this project? Answer: The goal of the solicitation is to study the spectrum-network management convergence. Question 22: In what domain will this technology be initially applied i.e. space, air-to ground, air-to-air, etc.? Answer: Ground network and air network. Question 23: What specific communication applications should be addressed? Answer: Wireless communications. Question 24: Could you please describe the data rights the government proposes to negotiate? Answer: The Government will share the data rights with the contractor. Question 25: Is there an anticipated follow-on in terms of a physical demonstrations? If so, could you elaborate? Answer: No Question 26: Could you rank the target technical areas of investigation presented in the RFP vis-vis need and time frame. Answer: All areas are equally important.
