Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Signal Generator to include: 1 each; Rohde and Schwartz SML01 , 9 kHz-1.1 GHz. Signal Generator to include: 7 each; Rohde & Schwartz SMU200A Base Unit, 100 kHz - 6 GHz. 7 each; Rohde and Schwartz SMU-B10, Baseband generator. 7 each; Rohde and Schwartz SMU-B106,Option: Frequency range 100 kHz - 6 GHz. 7 each; Ro hde and Schwartz SMU-B13, Option: Baseband main module. Power Amps to include: 1 each; EMPOWER 2017-BBS4A5AKO, 1-2 GHz, 100 W (with touch screen digital display option, LCD 062). Antenna to include: 2 each; Antenna Research Antenna DRG-2020/A, 0.2 - 2 GHz, 800 W (with 3 meter calibration sheet). 1 each; Pan/Tilt Tripod, TP-3. Antennae to include: 2 each; TECOM Log Periodic Antenna 201009A, 90 MHz - 1.1 GHz, 200 W. 2 each; TECOM Log Periodic Antenna 201822, 1 -18 GHz, 5 W. Tower to include: 4 each ; Texas Towers, Universal B-14 Aluminum Tower, Model 4-30. 4 each; Yaesu Antenna Rotator G-2800DXA. 1 each; Six conductor rotor cable R62 (for use with Yaesu antenna rotator), 500 ft @ price per foot. Dummy Load to include: 1 each; Meca Electronic, N-M ale RF Termination, TN1-6. Power Splitters to include: 4 each; Meca Electronics 3 Way Power Splitter R3N-1, 900-M01, 0.8 - 2.7 GHz, 200W. 4 each; Meca Electronics Hybrid Ring Combiner Divider 700-2.850, 2.7 - 3.0 GHz, 1000 W. 4 each; Meca Electronics H ybrid Ring Combiner Divider 700-3-.950, 3.7 - 4.2 GHz, 1000 W. 6 each; Meca Electronics Hybrid Ring Combiner Divider 700-4.700, 4.4. - 5.0 GHz, 1000 W. 6 each; Meca Electronics Hybrid Ring Combiner Divider 700-5.700, 5.4 - 6.0 GHz, 1000 W. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government credit card under Net 30 Terms. Offers are due no later than 1200 noon Mountain Standard Time, Monday, 8 August 2005 and shall be submitted electronically at: carmen.simott i@epg.army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incoporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This is a small business set-aside. The NAICS code is 334220 and small business size standard is 500 employees. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a complet ed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR cla uses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Conc erns apply.
