Description

The Bureau of Land Management (BLM) has a requirement for fuels management services approximately 22 roadway miles northwest of the town of Canon City, CO. The purpose of this contract is to provide services for fuels reduction and forest health improvement. In the 2005 Appropriation Bill approved by Congress, funding has been provided to the BLM and other agencies to reduce wildfire hazards to communities and subdivisions. We have been directed to manage fire and resources together to protect people, natural resources and property, and to restore forest wildlife and rangeland health. Additionally, the project requires biomass utilization in support of the Presidents National Energy Policy, the National Fire Plan, and implementation of BLM's Biomass Strategy (IM 2004-227). This contract will be to reduce tree densities of a predominately ponderosa pine/Douglas-fir sites (207 acres being commercially thinned), improving forest health using a stewardship contracting authority. Additionally the contract includes road improvements, meadow restoration (63 acres of meadow restoration) and a single gate installation. This includes furnishing labor, supervision, transportation, operating supplies, and incidentals to perform all work necessary to accomplish the required services. The period of performance is negotiable and shall not extend more than 2 years from the effective start work date. This requirement is 100% set-aside for small businesses under NAICS 115310. This solicitation will be available on or about August 4, 2005. A pre-proposal site tour will be held on August 10, 2005 at 8:00 am beginning at the BLM Royal Gorge Field Office, and concluding at the Power Plant.
