Description
Under authority of FAR 6.302-1, the National Park Service (NPS) intends to enter into a non-competitive contract with Washington Department of Fish & Wildlife (WDFW) to provide removal and safe haven to 200,000 yearling-smolts in and out-of basin location within the Morse Creek corridor for the Elwha River Ecosystem Restoration Project. Since the Restoration Act of 1992 by the Secretary of Interior, chinook salmon have been listed as threatened under ESA, resulting in the requirement to keep the Elwha channel rearing fracility open during dam removal. WDFW's preliminary assessment of Morse Creek indicates several options withing the 6.2 river mile cooidor have potential for the construction of temporary acclimation/rearing ponds that will support an out-of-basin rearing program, and provide a safe haven to preserve the genetic integrity of the listed stock. WDFW has already realeased Elwha River chinnook samon yearlings into Morse Creek this year at no cost to the government. However, to ensure that future releases return as adults at a high rate to Morse Creek, holding ponds must be developed prior to releases occurring in 2006 and later. The WDRW possesses the needed fish and is obligated buy the National Oceanic and Atmospheric Association (NOAA) Fisheries to maintain the population. WDFW gained the expert knowledge and experience in rasing and transporting Elwha River chinook salmon since the Rearing Channel operation began in 1975. WDFW also has on staff the necessary engineering and fish health expertise to respond to any contingency in the Morse Creek Program. This notice of intent is not a request for competitive proposals. However, firms or persons may identify their interest and capability to respond to the requirement by submitting descriptive literature illustrating capabilities to provide the required services. All responses received within 15 calendar days after date of publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon respoonses to this notice is solely within the discretion of the Government.
