Description

The Department of Commerce(DOC), National Oceanic and Atmospheric Administration(NOAA), National Ocean Service(NOS), National Centers for Coastal Ocean Science Center intends to award on a sole source basis with the University of Massachusetts-Amherst 70 Butterfield Terrace, Amherst, MA 01003-9242 for research incorporating a human dimensions integrated assessment for the Dry Tortugas. This is a follow on to a previous requirement. This information is necessary to 1) complete an initial draft framework for incorporating human dimensions into an integrated assessment for the Tortugas Ecological Reserve, 2) conduct a review of the human dimensions research relevant to the Tortugas Ecological Reserve, and 3) produce a final summary document which will be a component of the Integrated Assessment report for the Tortugas Ecological Reserve. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with the University of Massachusetts-Amherst, responsible sources may submit a response which, if timely received, will be considered by NOAA. Responses must be received within 15 days of the posting of this notice. The NOS Acquisition Division intends to issue a firm-fixed price purchase order in accordance with the Federal Acquisition Regulation (FAR) Subpart 12 Acquisition of Commercial Items. See Note 22.
