- Customs and Border Protection (CBP) intends to award a Sole Source Contract to Northrop Grumman Information Technology (NGIT) for the purchase of additional License Plate Reader (LPR) and Vehicle Counter System (VCS) equipment/components, installation and program management/logistical services in support of CBP?s continuing effort to install LPR and VCS equipment across the Southern and Northern Borders of the United States. Through a combination effort, Customs and Border Protection (CBP) and NGIT (formally Perceptics Corporation) initiated a program that successfully developed and evaluated a License Plate Reader (LPR) system from 1993-1997. As a result of this development and evaluation effort, CBP implemented, in partnership with the Immigration and Naturalization Service (INS), the initial LPR installation contract in 1998. The License Plate Reader (LPR) system automatically locates, reads, and communicates license plate information to the Treasury Enforcement Communication System (TECS). TECS then automatically queries its database for law enforcement information associated with that license plate and provides the CBP officer with the response information. The LPR image is processed through TECS and it provides alphanumeric characters, along with the state/province of origin for that license plate. As an enhancement to the LPR system, CBP also developed a Vehicle Counter System (VCS) in 2000. The VCS capability utilizes the LPR equipment to count the number of vehicles passing through each lane as they enter the United States. The information is computerized for tabulation purposes/management reporting on the number of vehicles crossing the borders per day, per lane, in half-hour increments and is able to maintain a one-year tabulation on a rotating monthly basis. By the end of FY 2005, there will be 390 LPR and 60 VC Systems installed on the Southern and Northern Borders of the United States. In a continuing effort to maintain system compatibility among Ports of Entry (POE) and the existing maintenance program, along with system integration and compatibility as it relates to the Treasury Enforcement Communication System, it is CBP?s intent for NGIT to be responsible for providing all program management and logistical support, all equipment/components, software changes, installation, testing, modification, verification and documentation as required. NGIT currently owns the data rights to the software, specific hardware, processes, methods and algorithms that are used to support the LPR and VC Systems. This four (4) year contract will include the purchase of equipment/components of up to approximately fifty-four (54) LPR and thirty-two (32) VC Systems, along with installation and program management/logistical support services.
