- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Precision Engineering Division in the Manufacturing Engineering Laboratory (MEL), intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with the Western Michigan University, of Kalamazoo, Michigan for the development, construction, and optimization of new optical tweezers instrumentation and to prepare appropriate samples for assembly in the instrument. The service being procured requires significant expertise and a detailed understanding of the optical systems. The Precision Engineering Division runs an experimental project in assembly and test of nanodevices using optical tweezers. This work is a continuation of work already done by Western Michigan University and is the final phase of that work. A high-level summary of the requirements: 1) The contractor shall design and oversee fabrication of sample cells for nanoassembly as well as assemble and test the cells; 2) The contractor shall develop methods to disperse nanocomponents in solution, load them into the cells described in task 4, and trap the components; 3) The contractor shall develop software modules to support Ethernet-based control of the Optical tweezers instrument. The software shall interface to the existing communications module based on the Neutral Messaging Language, and interoperate with the Optical Tweezer Software system to control the instrument;. 4) The contractor shall upgrade software to support instrument control for dimensional measurement of objects with uncertainty less than 10 nm. This includes adding the following features: read a new HP laser through the PLUG IN interface read the two pressure sensors 10 times before and after the laser readings and average the values make operational the carriage stepper controller and line centering function save data of individual calibrations in data files to be able to analyze old data add an option to read a carbon dioxide sensor and compensate the index of refraction using Edlen's formula 5) The contractor shall develop software for analysis of 2, 3 or 4 sets of data measured using the software from task 4, and develop a data file format to allow data interchange. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6 Million. This notice of intent is not a request for competitive quotations, however, parties that believe they can provide the services noted above may respond to this notice to indicate their capabilities in detail so that NIST may evaluate them. Such notice shall be provided by August 19, 2005. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
