- National Training Center, Acquisition Command, Fort Irwin, intends to conduct sole source direct negotiations with the State of California under the provisions of the Randolph Shepard Act for Full Food Service at Fort Irwin California beginning Augus t 9, 2005. Solicitation W9124B-05-R-0011 has been issued for this purpose. The State of California Department of Rehabilitation is a State License Agency and competition is not required in accordance with FAR 5.202 (a) Exceptions. The Government is allowed to enter into direct negotiations with the State of California in accordan ce with Army Regulation 210-25, paragraph 6.b (2) which stipulates that, direct negotiations may be undertaken with State License Agency whenever the onsite official determines that the State License Agency through its blind licensee, can provide the cafe teria services required, at a reasonable cost, with food of high quality comparable to that available from other providers of cafeteria services .
