Description
The US Army Corps of Engineers, Portland District, intends to award a contract for the modification and expansion of various systems for control and automation at Detroit and Big Cliff Dams located on the N. Santiam River, approximately 50 miles east of Salem, Oregon. Work will be accomplished inside the Detroit Powerhouse, Detroit Dam, Big Cliff Powerhouse, Big Cliff Sam, and appurtenant structures. The work includes, but is not limited to, modifying existing electrical cabinets, installing new condu it and conductors, providing new control cabinets, installing variable frequency drives, installing Allen Bradley Programmable Logic Controller hardware and Input/Output devices, furnishing software and configuring a Device Net Bus, connecting existing bre akers to synchronizers, hydraulic piping modifications, and fabricating/installing mechanical components as required to mount new field instrumentation. The magnitude of construction is between $500,000 and $1,000,000. Invitation for Bid will be available on or about August 30, 2005 with a tentative bid opening on or about September 30, 2005 or 30 days after issue. The contact is anticipated to be award ed in October 2005 and has a total contract period of approximately 9 months. The successful low bidder must have a minimum of 5 years prior experience with automation equipment at industrial facilities of similar nature and complexity. All work requirin g generator outages will require advance scheduling with the government. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the Portland District. For this projects, the person that will act as the SSHO is required to have a minimum of 3 years safety work on similar projects and a 30-hour OSHA construction safety class or equivalent taken within the last three years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsible person. This procurement is open to both small and large business concerns.
