- Naval Surface Warfare Center (NSWC) Crane Division plans to issue multiple purchase orders with Telephonics Corp Communications Systems, 815 Broadhollow Road, Farmingdale, NY 11735. This class synopsis will cover multiple purchase orders issued for one year to include line items for the repair, modification, or upgrade of Weapons Replaceable Assemblies (WRA?s), Shop Repairable Assemblies (SRA?s), and Sub-Shop Replaceable Assemblies (SSRA?s), and new procurement orders for fleet spares and depot lay-ins in direct support of the EP-3E reconnaissance aircraft. Procurements under the purchase orders will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Telephonics Corp Communciations Systems and the duplicative cost to the Government to utilize another source to satisfy the Government?s requirements. The Government do! es not possess the Level III drawing package, specifications, test procedures, and test benches to allow for full and open competition. The repairs/procurements are unique to the EP-3 reconnaissance aircraft and must integrate precisely with existing equipment in terms of form, fit, function, and compatibility.
