Description
The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB) intends to negotiate and award a non-competitive contract to The Logan Group, Inc., 506 West 19th Street, Suite 327, Houston, TX 77008. This is a sole source procurement in accordance with FAR 6.302-1, under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other supplies or services will satisfy the Agency?s requirements. The Broadcasting Board of Governors/International Broadcasting Bureau?s (BBG/IBB) Office of Engineering Broadcast Technologies Division (B/EI) requires a Contractor to design, develop and deliver a Unified Messaging System (UMS) and a HTTP Testing Toolset, to include documentation and training. The Contractor is experienced in providing UMS and HTTP Testing Toolsets. The Contractor is familiar with anti-blocking and the development of UMS and HTTP Testing Toolsets and the unique needs of Voice of America (VOA) broadcasting to China and Iran. Because of its experience, the Contractor is needed in order to ensure that users who have been blocked from receiving IBB news via Instant Messaging in China can gain immediate access with little or no change in hardware/software, and learn about accurate, objective and comprehensive VOA broadcasts that clearly present the policies of the United States. The UMS computer system would be used to assist IBB in disseminating news to China and Iran Internet users and will enable BBG to send up-to-the-minute news to Internet users in censored countries. The HTTP Testing Toolset is needed to detect and identify the Internet filtering points in Iran. The UMS and HTTP Testing Toolset will assist the Agency?s Anti-censorship team to defeat Internet censorship set in place by China and Iran. A market survey was conducted and the results found The Logan Group as the source because of its ability to develop the UMS and HTTP Testing Toolset. Also, The Logan Group is capable at developing a highly reliable system that will function in all network environments, including, but not limited to hostile and censored networks. Those who are interested must have at least two years of strong prior experience in delivering large scale anti-censorship technologies and in-depth knowledge of Internet censorship technologies employed by the Chinese and the Iranian government. Interested sources also must have at least two years proven track records of active involvement in Internet censorship technologies researches, including but not limited to, instant messaging and network topological analysis for censored countries. Service provider must already have all the technologies available and be able to successfully provide the requested services within a six-month period. Delivery: FOB Destination. Term of Contract: Six (6) months after contract award. This Notice of Intent is not a request for competitive price proposals. Those who are interested must submit adequate documentation of their capability to respond to this requirement. The documentation shall be sufficient in detail to allow an evaluation without the need for added information.
