- The Transportation Security Administration (TSA) invites voluntary participation to a qualification test program leading to a list of qualified sources for Shoe Weapon Inspection Systems (SWIS) that can inspect footwear for weapons without passengers having to remove or divest them from their feet. TSA is interested in measuring the state-of-the-art, exploring advanced concepts of operation and assessing operational utility in pilot deployments at passenger checkpoints throughout the transportation security system. This qualification my lead to a future procurement but at this time this action is not involved with a procurement action and is not a guarantee for a future procurement. 5-Step Process All interested sources having devices that discriminate between weapons and common shoe metal must follow the five steps listed below. Step-1 Indicate your interest by e-mailing a white paper (addressing items 1 and 2 below) not to exceed four single-sided pages (12 pt font, 1 inch margins on 8.5 x 11 inch paper in pdf format) along with item 3 to adam.freimanis@dhs.gov not later than 22 Aug 2005: 1. Models ?V Describe the device, its operation and performance. 2. Point of Contact ?V Provide company name and address, main Point of Contact, phone number and email address. 3. Non-Disclosure ?V Provide a signed copy of the Shoe Inspection System Non-Disclosure Agreement (NDA). Download, print, sign and fax back or scan into a pdf format the attached form. (send an email to adam.freimanis@dhs.gov to request an emailed copy of the SWIS NDA). Step-2 TSA will review the white paper for compliance to instructions and relevance. For the companies the TSA selects to consider, the TSA will distribute the draft SWIS Technical Requirements Document (TRD), the draft Test Management Plan (TMP) for SWIS, and the Metal Object Calibration Kit (MOCK-1E) for the SWIS. TSA will distribute these documents approximately three weeks after the due date for receipt of the White Papers. Step-3 Offerors wishing to participate after receipt and review of these documents must provide the following within four (4) weeks after receipt of the draft TRD and draft TMP: ? Three units along with their logistic support at no cost to the government. ? A qualification data package (QDP) not to exceed fifteen (15) pages (12 font, 1 inch margin and 8.5 x 11 inch paper) providing evidence of conformance to the minimum requirements in the TRD. Companies having questions regarding this solicitation must submit them via email to: adam.freimainis@dhs.gov not later than ten (10) business days after the posting of this announcement. Step-4 TSA will review and test devices from Offerors who have met all requirements of the first three steps. Step-5 TSA will provide an industry debrief within ninety (90) days of test completion and determine which devices to conduct an operational or pilot demonstration. The TSA may elect to host an Industry Day after the release of the TRD and TMP have been released to the selected vendors. This announcement is for informational purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This announcement does not commit the Government to pay any costs incurred in the submission of responses. The Government reserves the right to revise the SWIS requirements as required.
