- Depot Level Aircraft Maintenance ? Widespread Fatigue Damage (WFD) Inspection. This is not a request for proposals. This synopsis is for information and planning purposes only and should not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The U.S. Coast Guard Aircraft Repair and Supply Center (AR & SC) in Elizabeth City, NC is searching for sources that can respond in writing within 30 days of this announcement. The United States Coast Guard is conducting market research to identify a depot level aircraft maintenance facility or a Contract Field Team (CFT) capable of performing an in-depth Non-Destructive Inspections (NDI) on C-130 aircraft. The Government is searching for sources that can meet the specification outlined below. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the specification can be met. Please send any capability statements, company literature, brochures or any other information to: Commanding Officer Aircraft Repair and Supply Center (AR&SC) BLDG 78, C130 Supply Elizabeth City, NC 27909 ATTN: Contracting Officer The following is a general specification for the Widespread Fatigue Damage (WFD) Inspection: The USCG is seeking a depot level aircraft maintenance facility or field team to perform Lockheed Service Bulletin 382-57-85, Center Wing Lower Surface Generalized Cracking and Widespread Fatigue Damage (WFD) Inspection and additional USCG requirements. The inspection procedures identified in the Service Bulletin and additional USCG requirements consist of x-ray, surface eddy current, bolt hole eddy current, and ultrasonic NDI methods to detect generalized fatigue cracking and the possible onset of Widespread Fatigue Damage (WFD) of the center wing lower surface structure. Removal, repair, and/or replacement of aircraft structural components, cold-working of holes, and installation of specialized fasteners (Taper-Lok and Hi-Tigue) will be required to carry out this inspection.
