- HYDROSEEDING: The USDA Forest Service, Okanogan-Wenatchee National Forest intends to procure hydroseeding services for the Wenatchee River Ranger District in Leavenworth WA. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is 100 percent set-aside for small businesses. The solicitation number is AG-05GG-S-05-0005 and the solicitation is issued as a request for quotations (RFQ). The NAICS code for this acquisition is 561730 size standard 6.0 million. 1.1.1. Work Responsibility. The Contractor shall plan, program, administer, manage and execute the work necessary to provide the specified services. The Contractor shall comply with applicable Federal, State, and local laws, regulations and directives. The Contractor shall perform all work in accordance with the professional licensing and certification laws of the State of Washington. 1.1.2. Services Required. The Contractor shall provide soil preparation and hydroseeding services to the U.S. Department of Agriculture (USDA), United States Forest Service located in the State of Washington, Okanogan and Wenatchee National Forest, Wenatchee River Ranger District located in Leavenworth, Washington. The Contractor shall provide for all services, supervision, labor, tools, materials, equipment and management necessary to administer and perform the specified soil preparation and hydroseeding services in accordance with the requirements specified in Section 3. of this Performance Work Statement (PWS). 1.1.3. Contractor Direction. The Contractor shall perform services under the direction of the Contracting Officer (CO). The CO will designate a specific technical representative, referred to as Contracting Officer Technical Representative (COTR), for the services to be performed. Responsibility for Contract oversight at an individual location may be delegated to specific Government personnel as approved by the CO. 1.2. Scope of Work The contractor shall be responsible for providing and supervising sufficient and qualified personnel and acquiring and maintaining all required equipment, tools, materials, vehicles, supervision and other items and services necessary to successfully prepare the soil and hydroseed with seed mixture supplied by the Government at specified sites in the Fischer fire area. 1.3. Background The Fischer fire burned 16,513 acres in August and September of 2004 on a combination of federal, state and private lands. The majority of the federal land is part of the Okanogan-Wenatchee National Forest, Wenatchee River Ranger District. In September of 2004, Burned Area Emergency Rehabilitation funds were made available for road work and noxious weed management needed in the aftermath of the fire. Weeds were controlled along roadsides and at landings in the fire area by manual and chemical methods in early summer of 2005. The services included in this contract will provide competitive vegetation as a follow-up to the weed control efforts. 1.4. Location of Contract Services The contractor shall provide soil preparation and hydroseeding services in the Fischer Fire area of 2004 on the Wenatchee River Ranger District on the Okanogan-Wenatchee National Forest. Additional contract areas are located on private land and county road easements within and proximal to the Fischer Fire area of 2004. Definite work areas have not been defined in all cases at this time.Areas to be seeded include roadsides with associated turnouts and landings in the Fischer fire area. Not all areas listed may be accessible due to ongoing salvage logging in the area. The roads may include 7400 (Derby Canyon); 7401 (North Fork Derby) and spurs 111, 250, 270, 300; 7402 (Blag Mountain) and spurs 125, 200; 7503 and spur 500 with landing at top; Anderson canyon road. In addition, work may be done on private land on Hay Canyon Ranch and Olalla Canyon Road. Some roadside areas to be seeded are too narrow and will not accommodate the tilling equipment. Therefore, only a subset of areas to be hydroseeded shall be tilled before hydroseeding. 1.5. Conduct of Personnel The Contractor shall be responsible for the conduct of their and subcontractor employees at all times. Contractor personnel shall abide by any reasonable requirement of landowners or USDA Forest Service for accessing areas to be treated. 1.6. Quality Control Contractor shall submit a Quality Control (QC) Plan to the Contracting Officer for approval. The QC plan shall be submitted with the Contractor?s proposal. The QC Plan shall include, but not be limited to the following: Inspection System ? a description of the inspection system to cover all services in the Performance Requirements Summary. Deficiency Prevention ? a description of the methods to be used for identifying and preventing deficiencies and their causes in the quality of service performed before the level of performance becomes unacceptable. Inspection Files ? a description of the records to be kept to document all inspections conducted by the Contractor and the necessary corrective or preventive actions taken.1.7. Quality Assurance The Government will evaluate the Contractor?s performance under this contract for those tasks listed in the Performance Requirements Summary (PRS). Contractor performance will be compared to the contractor standard of performance requirements. The Government will record all surveillance observations. When an observation indicates defective performance, the COTR and/or CO will require the Contractor to initial the observation indicating acknowledgment of deficiency. The initialing of the observation does not necessarily constitute Contractor concurrence with the observation, only acknowledgement that the Contractor has been made aware of the defective performance. The contractor will be required to rework the area determined to be deficient. The rework will be done at the Contractor?s expense with no additional cost to the Government. The COTR and/or CO will then note that the discrepancy has been reworked.1.8. Quality Assurance and Surveillance Plan (QASP) The QASP will be the vehicle the Government will use to perform oversight on the Contractor?s QC Plan. Any deviation from the QC Plan will be documented and presented to the Contractor for corrective action. 1.9. Safety Requirements The Contractor shall comply with OSHA and other applicable laws and regulations. The Government shall assume no liability or responsibility for the Contractor?s compliance or noncompliance with such requirements. This contract shall in no way require persons to work in surroundings or under working conditions, which are unsafe or dangerous to their safety and health. The Contractor must coordinate and perform work so as not to impact the safety and health of Government employees or landowners and cause damage to Government property or the property of private landowners. The Contractor must protect personnel from hazards generated by the work. In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property and preserve evidence until released by the accident/mishap investigative authority through the CO. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully, at no cost to the Government, and assist Government personnel in the conduct of the investigation until the investigation is complete. SECTION 2 -- DEFINITIONS 2.1. Definitions The definitions set forth below are those unique to this Contract. The definitions provided below are oriented to the USDA Forest Service contract services environment. In many cases definitions are situation specific. The total listing of definitions is not all-inclusive, but it has been derived from official publications, e.g., regulations, technical manuals, when available. Acceptable Level of Performance (ALP): Maximum percent defective (or maximum number of defects per hundred units) that can be considered as a satisfactory performance average. The Government will normally accept the services provided the percent defective (or defects per 100 units) does not exceed the ALP. However, the Contractor shall not intentionally perform in a defective manner and shall re-perform any service found to be defective whenever possible. Decisions as to the necessity for re-performance shall be made by the COTR. Certification: One who has received a certificate of license stating he or she has met the minimum requirements for performing the services required in this Contract in accordance with the state of issue. Contracting Officer (CO): A person with the authority to inter into, administer, modify and/or terminate contracts, and make related determinations and findings. The term includes certain authorized representatives of the CO acting within the limits of their authority as delegated by the CO. Contracting Officer?s Technical Representative (COTR): An individual designated in writing by the CO to act as an authorized representative of the CO to perform specific contract administrative functions within the scope and limitations as defined by the CO. The COTR does not have the authority to modify the contract. Performance Requirements Summary: The PRS shows some contract requirements, the component requirements related to each contract requirement, the price of each work requirement as a percentage of the associated contract requirement, the standard of performance and the maximum allowable defect rate for each work requirement. Quality Control Program (QCP): Contractor?s system to control the equipment, systems or services so that they meet the requirements of the contract.Work Day: Monday through Friday, excluding Federal Holidays. SECTION 3 ? SPECIFIC WORK REQUIREMENTS 3.1. General Information The Contractor shall provide qualified personnel, equipment, tools, materials, supervision and other items and services necessary to successfully support tasks as defined in this PWS. 3.2. Critical or Non-critical Services provided under this contract are considered critical or non-critical. Critical tasks are defined as those activities which are vital to the successful completion of the Government?s mission and if done incorrectly or behind schedule could cause the Government irreparable harm. Critical tasks must be completed by the Contractor with a standard of performance of ninety-five percent (95%) accuracy or higher. Non-critical tasks are defined as activities that, while important to the successful completion of the Government?s mission, are not vital. Delays in completion or errors could cause serious problems but not cause the Government irreparable harm. Non-critical tasks must be completed by the Contractor with a standard for performance of eighty-nine percent (89%) accuracy or higher. 3.3. General Task Performance The contractor shall perform all work described in this Contract in a timely and quality manner. The Contractor shall perform quality control on all work performed and work will be monitored for Quality Assurance by the Government based on the following criteria: 3.3.1. Timeliness of Work. The Contractor shall perform work described in this Contract within the time specified. The Contractor shall manage and schedule the work described to meet the requirements and time schedules. 3.3.2. Work Quality. The Contractor shall perform all work in a manner meeting or exceeding industry standards or as specified in this PWS. The Contractor shall inspect work based upon the Contractor Quality Control Program. This is to verify the contractor is completing actions according to performance requirements. On site surveillance and monitoring will be conducted by USDA Forest Service inspectors in accordance with the QASP. 3.3.3. Work Efficiencies. The Contractor is expected to work in an efficient manner for all items of work specified. Contractor efforts and lack of efforts to manage work efficiencies will be measured as part of the Government?s Quality Assurance Program. 3.3.4. Work Coordination. The Contractor shall coordinate work schedules and work in-progress with the USDA Forest Service and any participating landowners. Coordination shall include contact information during periods of field work performance.3.3.5. Workload and Work Capability. The Contractor shall have the capability and technical expertise to perform the quantity and quality of services in the capabilities described in this PWS.3.4. Soil Preparation and Hydroseeding Services 3.4.1. The Contractor will perform soil preparation, as specified and where possible. Some roadside areas to be seeded are too narrow and will not accommodate the tilling equipment. Therefore, only a subset of areas to be hydroseeded shall be tilled before hydroseeding. Soil surface shall be broken up to better receive and enhance germination of mixture of seed, hydromulch and tackifier in landings and in road shoulder areas wide enough to accommodate equipment. Soil shall be harrowed to a depth of 3 inches where road shoulder is wide enough to accommodate equipment. Payment for soil preparation will be made based on number of acres that are actually harrowed. This will provide incentive to harrow the maximum number of acres possible. 3.4.2. Contractor shall apply revegetation materials by the hydraulic method utilizing hydro-seeding equipment capable of providing a uniform application using water as the carrying agent. Seed will be provided by the government and picked up by the Contractor at the Leavenworth Ranger Station. Contact for seed pick-up is Joan Frazee, technical specialist and COR for this contract. Seed will be applied in slurry at rate of 28 pounds/acre. In addition to seed, components of hydroseed mix will include appropriate type and amount of mulch and tackifier to be determined by the Contractor. No fertilizer will be included. Contractor will be responsible for acquiring/arranging for water source. Hydrants (both private and PUD owned) are available in Dryden and Peshastin. 3.4.3. Both tilling and hydroseeding will commence in late September to early October, the objective being to get the work done while the roads are still dry enough to drive, close to the onset of wetter weather to increase the success of the seeding but before the onset of snow and ice. No tilling or hydroseeding will be done during rain or snow. The work shall be completed between date of award and Oct. 30, 2005. The Contractor shall not seed during windy weather, or when ground is excessively wet, frozen, snow-covered, or otherwise untillable. 3.4.4. Hydroseeding will occur after soil preparation where soil preparation is possible, with no more than a 10 day time lag between tilling and seeding.3.4.5 Roadsides and landings to be treated are listed in section 1.4 of this PWS. Acreages are approximate and a map is available upon request. The Contractor will be given specific information about treatment areas from the USDA Forest Service. Ongoing salvage operations in the Fischer fire area may result in reduced accessibility to some areas The Contractor will not access any of these sites without USDA Forest Service or landowner knowledge. 3.5 Coordination The Contractor will coordinate a soil preparation and hydroseeding activity schedule with the COTR before beginning work. The Contractor will keep the COTR informed of work progress on a daily basis and of any changes to the approved schedule. The schedule will be flexible given variables such as weather and road conditions. 3.6 Wyden agreements The USDA Forest Service and participating private landowners will sign a Wyden agreement, authorized under Public Law 105-277, Section 323 which authorizes spending of federal dollars on private land. The agreement will specify work to be done by Contractor on private land and thus, allow the Forest Service, its employees, agents and cooperators access to the project area for purposes related to objectives stated in the Agreement. A condition of the agreement will be the requirement to notify landowner(s) of the Contractor?s name and that he/she will contact them directly prior to any site visit. 3.7 Performance Requirements Summary- the following describes the major items in the contract with the incentives and deductions for the work described. Required Service- Soil Preparation 3.4.1 Standard- Task accomplished as specified in 3.4.1, (AQL)- See Section 3.9, Surveillance Method-Random Sampling, Payment Percentage- 100%. Required Service- Hydroseeding 3.4.2 Standard-Task accomplished as specified in 3.4.2, (AQL) - See Section 3.9, Surveillance Method- Random Sampling, Payment Percentage-100% 3.9 Acceptable Quality Levels (AQL) Description- 3.4.1 Soil Preparation Major Defect- Soil is not broken to depth of at least 3 inches Major Defect Required Action- reject and rework Description- 3.4.2 Hydroseed Major Defect- non-uniform application that does not meet commercial standards and/or areas missed Major Defect Required Action- reject and rework SOLICITATION PROVISIONS AND CONTRACT CLAUSES: The following provisions apply to this acquisition: FAR 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998), website is http://www.arnet.gov/far/. QUOTING REQUIREMENTS: Vendors wishing to respond to this solicitation shall provide this office with the following: a price quote on company letterhead for the requested items showing the following: Line Item 1, Prepare seedbed at landings and road turnouts before revegetation, estimated quanity is 15 acres, unit is acres, unit price, and total price. Line Item 2, Revegetate roadsides, turnouts, landings to compete with noxious weeds ? Hydroseeding, estimated quanity is 30 acres, unit is acres, unit price, and total price. The actual acreage hydroseeded will be determined by the amount of seed applied at the rate of 28 lbs/acre in combination with the mulch applied at rate appropriate for slope and commensurate to commercial standards. Quoters shall provide a listing of contracts completed in the last 3 years of similar work (include project name/identification, contract name and telephone number). Quoters shall provide the list of products to be used on this project, as well as application rates. Quoters shall also provide a description of what equipment will be used to prepare the seedbed along roadsides.
