Description
59 ? Polar Satellite HRPT Image Processing System (HIPS) Description: The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Service (NESDIS), Office of Systems Development (OSD) intends on awarding a sole source contract to Omitron, Inc., to upgrade the Polar Satellite HRPT Image Processing System (HIPS) for the reception and processing of Metop HRPT . The announcement is published as a Sole source in accordance with FAR 6.302-1(a)(2)(ii). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The HIPS will be upgraded at the National Weather Service regional offices in Anchorage, Alaska, and Honolulu, Hawaii, for the reception and processing of METOP HRPT (MHRPT). The Anchorage office is the primary site being considered for the upgrade. However, the Honolulu, Hawaii office shall be considered as a secondary site for the same upgrade. The National Weather Service (NWS), Alaska and Pacific Regions currently operate HIPS Stations for the reception and processing of Polar Orbiting Environmental Satellite (POES) data. These Systems are capable of ingesting and processing Direct Broadcast (DB) data from NOAA POES satellites. All HIPS equipment, including Earth Station hardware, Hewlett Packard workstations, and software were supplied by Global Imaging, Inc. The HIPS Earth Station includes a 1.77-meter tracking antenna, integrated LNA/Feed and downconverter, HRPT receiver, and dual channel HRPT bit/frame synchronizer. Both the HRPT receiver and the HRPT bit/frame synchronizer reside in an external chassis, which connects to a Hewlett Packard UNIX RISC workstation via SCSI. The HIPS Systems generate sectors and data products in a proprietary HIPS binary, flat-file format. The Statement of Work addresses the hardware, software, and engineering services, which are required to upgrade the HIPS systems for the reception and processing of MHRPT data to support the National Oceanic and Atmospheric Administration (NOAA), National Satellite Data Information Service (NESDIS), Office of System Development (OSD). The period of performance shall be one base year, from the date of award, with 2 option years for enhancements and upgrades. The applicable North American Industry Classification Code is 541511 ?
