- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine to negotiate with a library services vendor to provide professional services for: a) searching an outside bibliographic source (i.e., the OCLC WorldCAT) for a mix of Scandinavian and esoteric languages, specifically in Catalan, Finnish, Hungarian, Norwegian, and Swedish and returning uncataloged to NLM 0-10 titles for which copy is found; and b) providing original limited cataloging records for 100-170 titles in a mix of Catalan, Finnish, Hungarian, Norwegian, and Swedish for which copy is not identified. The services will include: 1) applying the Anglo-American Cataloguing Rules, 2nd Edition, 2002 revision (AACR2) and the Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and verification of name/series access points in the NLM online authority file; 2) assigning NLM Medical Subject Headings (MeSH) descriptors; and 3) assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The task also entails completing the cataloging using NLM?s integrated library system, Voyager, including adding and/or editing all NLM local fields following NLM procedures. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-05 167-UHP will be available on or about August 19, 2005.
