Description
The announcment that appeared on July 20, 2005 is changed by this amendment 0001 as follows: SCOPE OF WORK FOR LP AND HP COMPRESSOR HOUSINGS (REVISED 8/5/05) GENERAL INFORMATION: The purpose of this specification is to outline the repair procedures for the H/P (High Pressure) and L/P (Low Pressure) Compressor housing assemblies of the AGT-1500 Gas Turbine Engine. The function of the compressor housing is to support the rotational c omponents of the compressor section of the engine, and to provide a wear and seal surface for the blade tips for each stage of compressor rotors. This repair is required to maintain proper blade tip clearance and sealing surface dimensions for maximum comp ressor efficiency. SCOPE OF WORK: The qualified contractor shall perform the removal, replacement, and finish machining abradable surface coatings for the upper and lower case half assemblies P/N 12286314 HP compressor case housing and the P/N 12302366 LP compressor case housing. The recla mation shall be performed as intended in the specified NMWR (National Maintenance Work Requirement) 9-2835-255-1, DTD 10 September 2003, NMWR 9-3825-255-2 DTD 10 September 2003, procedures, and paragraphs, as listed for each part number given in the follow ing paragraphs. Alternate and/or procedures using modern technology, differing from the NMWR procedures noted above, may be submitted for approval by ATEAM and their engineering support contractor. These alternate procedures must provide additional value i n cost, quality and/or performance over the recognized NMWR processes. The final product shall meet the dimensional, performance, functional requirements of this specification, intent of NMWR 9-2835-255, and product drawings 12286314, 12324938 for the HP a nd 12302366 for the LP. In the event that this specification omits items that are essential to the performance of the compressor housings described herein, it shall be the responsibility of the contractor to identify the items omitted in the specification and to provide such omitted requirements to meet the performance and functional requirements of this specification, NMWR 9-2835-255 and associated product drawings. Contractor will request the technical data package from ATEAM. REQUIREMENTS FOR RECLAMATION: All listed compressor housing assemblies shall be repaired as intended in the specified NMWR 9-2835-255-1, 10 September 2003, and NMWR 9-3825-255-2 DTD 10 September 2003, procedures and paragraphs, as listed, for each part number given in following paragra phs. Reclamation procedure: The procedure/procedures outline, approved by the KSNG ATEAM and used by the contractor shall be utilized to perform repairs to the following listed items. Reclamation of LP upper and lower case housings P/N 12302366 shall be performed as intended in the following specifications: NMWR 9-2835-255-2; OIP (Overhaul Inspection Procedures) 12302366 Table 4-40, Appendix C, Appendix G, paragraph G.50, PRP 3022B and PRP 3324. NMWR 9-2835-255-1; Appendix D, paragraph D.26. Product drawing 12302366. If necessary, repair forward housing inside diameter per PRP 3324, prior to replacing blade land plasma coating. Repair voids in base material and damaged housings as requir ed. The inner blade-path plasma coating will be replaced on every LP compressor housing case submitted for repair, with METCO 601 (M3955) or an approved, equal or better, substitute. The blade-path dimensions should be concentric to the front inner diamete r within 0.002 inch. The case halves shall be assembled using 1ea. 1 1/4x1/4-32, 2ea. 2x1/4-32, and 9ea. 1 5/16x1/4-32, grade eight or higher, hex key socket head, bolts and nuts, Torque the split-line bolts to 100-110 inch-pounds to ensure consistency in inner diameter readings. Check split-line gaps, 0.001 maximum gap at split-line. If part fails split line check it will be returned to ATEAM as non-repairable. Contractor shall provide a co-ordinate measuring machine report on the final front housing inside diameter and final blade-path inner diameter. All anti-rotation pins will be removed replaced in all housings submitted for repair. The exterior coating shall be removed and replaced with Gloss Alkyd Enamel, Allied Signal Engines Spec ification 91547-P6407B-217 or an approved substitute. Reclamation of HP upper and lower case housings P/N 12286314 shall be performed as intended in the following specifications: NMWR 9-2835-255-2; OIP (Overhaul Inspection Procedures) 12286314 Table 4-79, Cleaning Procedures Appendix H paragraph H.1.3 Process 3, Appendix C, Appendix G, paragraph G.37, PRP 3028E and PRP 3323. NMWR 9-2835-255-1; Appendix D, paragraph D.26, and produc t drawings 12286314 and 12324938. If necessary, repair front and rear housing inside diameter per PRP 3323, prior to replacing blade land plasma coating. Repair voids in base material and damaged housings as required. The inner blade-path plasma coating w ill be replaced on every HP compressor housing case submitted for repair, with METCO 601 (M3955) or an approved, equal or better, substitute. QUALITY ASSURANCE PROVISIONS: The contractor shall provide evidence of their past experience in performing Plasma/Thermal Flame-Spray repairs utilizing similar materials and performed on similar components, and of their current capabilities to perform these required repairs. The contractor shall provide the first repaired items to ATEAM for first article acceptance evaluation prior to continuing with repairs. ATEAM will provide results of the evaluation to the contractor within 10 working days following receipt of the repaired compressor case housings by ATEAM. ATEAM reserves the right to test all reclaimed compressor case housings for performance and functional acceptability IAW NMWR 9-2835-255. ATEAM reserves the right to audit the repair procedure/procedures performed, IAW with the specification requirements. Responsibility for Compliance: All items shall meet all requirements of this specification. The inspections set forth in this specification shall become a part of the contractors overall system or quality assurance program. The absence of any inspection r equirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to ATEAM for acceptance comply with all requirements of the contract. WARRANTY: ATEAM is requiring the awarded contractor to provide a 1 year warranty for each repaired LP and HP Compressor Housing. The warranty will only be applicable to the workmanship of the awarded contractor not the casting or misuse. If the part fails ATEAM in coming inspection (request from ATEAM) the part will be logged and awarded contractor will be contacted to determine disposition. If the part fails due to workmanship within the year time frame of the warranty the part will be logged and awarded contracto r will be contacted to determine disposition. ATEAM will only allow a two percent non-conformance rate for incoming parts. All non-conformances beyond the allowed two percent limits will be paid at a reduced rate. The reduced rate is as follows: Three to five percent non-conformance will result in a ten percent reduction in price. Six to ten percent non-conformance will result in a twenty percent reduction in price. Eleven percent and above will be grounds for termination of contract. The percentage will be based on a forecast of 100 parts. RESPONSIBILITIES/SHIPPING: ATEAM Responsibilities: ATEAM shall package 1 each serial number matched, LP or HP compressor case housing, in reusable cardboard boxes with sufficient cushioning material to prevent damage to the compressor housings. ATEAM shall package, with each part number 12302366 LP compressor housing. ATEAM will forward the repair candidates to the contractor. The shipping documents will include part number, serial number and contract number for each item packaged. ATEAM shall package, with each part number 12286314 HP compressor housing. ATEAM will forward the repair candidates to the contractor. The shipping documents will include part number, serial number and contract number for each item packaged. The contractor shall furnish all services, labor, equipment and materials necessary for the repairs. The contractor shall furnish a copy of their process instructions and record of their repair process. The contractor shall assemble the compressor case housings, with no less than four bolts and nuts, with an equal number of flat spacers installed between the upper and lower case halves. The contractor shall ship, FOB destination, compressor housings to: KSARNG ATEAM, Attn: Leon Bryson, 741 Ray Road, Fort Riley, Kansas 66442. Packing shall be sufficient to ensure that repaired parts are not damaged during transit. Each shipment shall be ac companied with a DD Form 250, Material Inspection and Receiving Report. Each individually packaged item shall be identified with Contractors name, part number, serial number, and contract number. The procedure for identification/disposal of non-repairable assets shall be as follows: The contractor shall provide part number, serial number and reason for each part that is non-repairable to Leon Bryson, KSARNG ATEAM. The contractor shall return the non-repairable asset to ATEAM, FOB origin.
