Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 FAR Part 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is hereby issued and a written solicitation will not be issued. The Solicitation/RFQ Number is N68836-05-R-0031 and closes on 19 August 2005. This procurement is Set-Aside for Small Business. The RFQ and incorporated provisions and clauses are those in effect through FAC 2001-20 and class deviation DFARS Change Notice 2004-0113. The North American Industry Classification System (NAICS) Code 541330 and business size standard not to exceed $4,000,000.00 are applicable. The Fleet and Industrial Supply Center-Jacksonville, FL is announcing a requirement for Engineering Services based on the following Statement of Work: Statement of Work Kinematic Data Inventory and Assessment: All directories, inventories and reports will be provided in an easily accessible electronic format Part 1. Experiment and Subject Directories: The contractor will provide a master directory of all impact Acceleration experiments performed at the Naval Biodynamics Laboratory in New Orleans (NBDL). This directory will include information such as the date, the acceleration device, the subject or anthropomorphic test device, etc. The Contractor will provide a directory of the human volunteers, the non-human primates and the anthropomorphic test devices used as subjects in the experiments. This directory will include information such as anthropomorphic measurement references, etc. Part 2. Physical Inventory of Raw Kinematic Data: The contractor will provide an inventory of all 16mm films. This inventory will include information such as the run number(s), Camera site, the physical location of the individual films, etc. The contractor will provide an inventory of all digital and analog tapes which contain raw accelerometer data. This inventory will include information such as the run number, sensor identification, sensor calibration reference, physical location of the individual tapes, etc. Part 3. Physical Inventory of Related Kinematic Data The contractor will provide an inventory of all Calibration Data, Post-Calibration Data, Post-Reduction Data and Calibration and Reduction Software. This inventory will include information such as data format and medium, physical location of the data, etc. Part 4. Preliminary Assessment of Kinematic Data The contractor will provide a report the completeness of each of the Kinematic data groups. This report will include preliminary recommendations for remediation of shortcomings of the data. Part 5. Calibration and Reduction Procedures and Software The contractor will provide a report which will detail or give reference to standard calibration and reduction procedures and software. The report will include recommendations for further analysis of the Kinematic data and the development of improved calibration and reduction procedures and software. Anthropometry Data Inventory and Assessment Part 1. Physical Inventory of Raw Anthropomorphic Data The contractor will provide an inventory of all x-ray films. This inventory will include information such as the Subject number, the physical location of the individual x-rays, etc. The contractor will provide an inventory of all other anthropomorphic data, calibration data and post calibration data. This inventory will include information such as the data format and medium, the physical location of the data, etc. Part 2. Preliminary Assessment of Anthropometry Data The contractor will provide a report on the completeness of each of the Anthropometry data groups. This report will include preliminary recommendations for remediation of shortcomings of the data. Part 3. This inventory will include information such as the data format and medium, the physical location of the data, etc. Part 2. Preliminary Assessment of Pathology Data The contractor will provide a report on the completeness of each of the pathology data groups. This report will include preliminary recommendations for remediation of shortcomings of the data.
